Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the "Power Sustenance" and "Contamination Standards" sections of the solicitation, as well as layout specifications.

• Power Generator Alternative: The government is open to alternative power systems (e.g., Lithium battery banks) provided they can supply sufficient power for sampling equipment and the AC unit. Infrastructure for recharging the alternative system must be considered.
• Interior Materials: High-density plastic is preferred over "no metals" for interior walls and surfaces to prevent cross-contamination. Fiberglass Reinforced Plastic (FRP) is not required for walls and ceiling.
• Rear Storage Depth: Flexibility exists for the 48-inch rear storage depth, potentially adjustable to 32-36 inches, as long as at least 30 inches of storage space for sampling equipment and space for the power generating system are maintained.

These clarifications may allow bidders to propose alternative solutions for power generation and interior materials, and potentially adjust layout dimensions, provided key functional requirements are met.

Statement of Work (SOW)

This Statement of Work details the requirements for the modification of a 2024 Mercedes-Benz Sprinter van. The modified van will serve as a dedicated mobile enclosure for the collection, calibration, and transport of water-quality samples and related equipment. The primary goal is to minimize the possibility of cross-contamination between the vehicle's materials and the water-quality samples.

• Van Location: The existing Government-owned Sprinter van is located in Fort Worth, TX.

• Generator: Installation of a 6500W generator to power lab AC, lights, and sample processing equipment. This area must be enclosed, vented externally, and accessible from outside the van, with a push-start button inside the lab portion.

• Air Conditioning: Installation of an AC unit on the van roof to cool the lab portion, potentially connected to the rear vent system. Roof support may be required.

• Electrical System: Installation of electrical outlets (2 double 110V inside, 1 double 110V inside on passenger side, 2 covered outlets outside) and low-profile LED lighting powered by the generator.

• Lab Enclosure: A walled-off, enclosed area at the rear of the van, accessible only from the rear doors. This enclosure must prevent carbon monoxide from entering the lab area. It requires 4 floor-mounted tie-down anchors and a drain.

• Counters and Sinks: Installation of counters along the rear wall and driver's side, both including flush-mounted sinks with drains. Countertops should be 20 inches deep, installed 38 inches from the floor. A storage cabinet under the sink is required for a holding tank.

• Waste Water Port: A port to the outside of the van for draining waste water from the sink, with external controls.

• Cabinetry:

  • Rear counter area: Open-storage under-counter cabinets with doors.
  • Driver side: Under-counter cabinets with shelves and drawers, including open storage under the driver-side sink. Space to the right of the driver-side sink requires 4 floor-mounted tie-down anchors.
  • Overhead cabinets on the driver side, with one area designed for a water carboy container (12" wide) and a hole for tubing.
  • Passenger side: A floor-to-ceiling clean storage cabinet, including a corrosive cabinet and a flammables cabinet.

• Insulation and Flooring: Insulation on walls for AC efficiency, covered with non-metallic white material. A new, light-colored, water-resistant, easy-to-clean floor (similar to durable linoleum) is required.

• Tubing Ports: Closeable ports on the side walls to allow 1-inch tubing to pass through from the outside.

• Trailer Hitch: Installation of a trailer hitch receiver, with spare tire relocation if necessary.

• The modification is for an existing Government-owned Sprinter van located in Fort Worth, TX.

• All cabinets should be white, with minimal metal hardware. Cabinet doors/drawers must be lockable or secured to prevent opening during movement.

• Cabinets should include D-rings/tie-down anchors for securing equipment.

• Materials used must minimize the possibility of cross-contamination.

• The generator enclosure requires external venting and accessibility for maintenance.

• The lab enclosure must prevent carbon monoxide ingress.
