Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for market valuation and appraisal report services for 28 individual tracts of land, identified as Case Name: AQD_NAV_2026_01, located in New Mexico. The appraisal reports will be used by the Bureau of Indian Affairs (BIA) to fulfill trust responsibilities related to a sale transaction of the subject property.

• Conduct market value appraisals for 28 individual tracts of land.

• Deliver appraisal reports in electronic unlocked (.pdf) format.

• Reports must meet or exceed USPAP SR 2-2(a) requirements.

• Appraisals must include a cover page identifying the USPAP Reporting Option, Client, Property Identification, Appraisal Request Number, and Effective and Report Dates.

• Property descriptions must be detailed enough for intended users to visualize relevant characteristics.

• Include aerial photographs with estimated property boundaries and inspection photographs (unless waived).

• Analyze relevant market data, determine highest and best use, and conduct thorough market analysis.

• Utilize the Sales Comparison Approach, with potential for additional approaches if necessary.

• Relevant transactional data must be researched, confirmed, and analyzed.

• Comparable sales data must be from similar areas and market conditions relevant to the effective date, analyzed and discussed in the narrative.

• Adjustments to comparable data should be quantitative where possible, supported by clear, appropriate, and credible analysis.

• Reports must be submitted within the contracted timeframe, with a target of 60 days from contract award date.

• Type of Purchase Order: Firm-Fixed-Price (FFP).

• Period of Performance: 100 calendar days from the date of Purchase Order (PO) award.

• Initial appraisal target date: 60 calendar days from the date of award.

Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking interest from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) for appraisal and valuation services. The objective is to procure services to form an independent opinion of the market value of the fee simple estate of a defined property.
