This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. • The purpose of this market research is to survey prospective vendors and collect data to assist the IBC in determining the appropriate procurement strategy.

Solicitation / RFP / RFQ

This is a Sources Sought Notice (SSN) issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.

• Procurement of appraisal and valuation services for 10 individual tracts of land.

• The appraisal is for the fee simple estate or fee simple-surface only estate.

• No structural improvements are to be appraised, but noted if present.

• Personal property is to be disregarded.

• Appraisals must conform to USPAP standards and Federal Regulations 25 CFR, Part 150.2.

• Hypothetical conditions include assuming the tract could be sold without trust restrictions and has similar land use restrictions and tax loads as surrounding private property. It may also be assumed vacant and unimproved.

• The Sales Comparison Approach is expected.
