Purpose & Scope

The objective is to procure appraisal and valuation services to form an independent opinion of the market value of the fee simple estate for 26 individual tracts of "Allotted land" owned by the Navajo Nation. The scope of work includes conducting market value appraisals, identifying and discussing recorded/unrecorded documents, conditions, agreements, easements, and encumbrances impacting value. Appraisals will assume a single trust-held ownership by the United States and focus on Fee Simple Estate or Fee Simple-Surface Only Estate, explicitly disregarding structural improvements and personal property.

Performance Requirements

Appraisals must meet or exceed USPAP SR 2-2(a) requirements. Reports are required to include specific information such as legal descriptions, land uses, type and quality of access, improvements, utilities, fencing, water supply, soil types, and topography. Transactional data must be confirmed, and the Sales Comparison Approach is expected, with other approaches used if necessary. Appraisals must be reconciled into a point estimate of value and include aerial photographs and property inspection photographs. Appraisers must be State Certified General Appraisers in good standing and licensed in the state where the property is located.

Completed appraisal reports must be delivered in an electronic unlocked (.pdf) format, 8.5" x 11" page size, with individual appraisals for each identified tract. Unsigned and draft reports will not be accepted.
