Scope of Work
The objective is to engage a highly respected executive search firm with robust higher education expertise to conduct a nationally competitive search for academic leaders at USCGA. The selected firm will be responsible for identifying, recruiting, and supporting the selection of highly qualified academic leaders aligned with the Coast Guard's core values and strategic goals.
Key phases of work include:
- Planning: Virtual meetings with stakeholders, institutional needs analysis, communication plan, search timeline, identification of leadership competencies, and recruitment strategy development.
- Market Outreach: Leveraging networks to identify, recruit, and build a diverse pool of exceptional candidates, conducting in-depth behavioral interviews, and providing a secure web portal for materials.
- Candidate Management: Maintaining effective communication, coordinating engagements, screening (due diligence, degree/experience verification), collaborating with the search committee, assisting with interview preparation, and managing scheduling.
- Post-Selection Support: Advising on offer terms, supporting post-acceptance communication, and providing transition support to the appointed dean.
The search process for the Dean of the School of Science, Mathematics and Humanities is scheduled to begin in August 2026, with the candidate's start date targeted for July 1, 2027. Performance will be primarily virtual, with secondary performance at the USCGA in New London, CT.
Contract Details
This is a Firm Fixed Price (FFP) contract. The opportunity is a 100% Small Business Set-aside with NAICS Code 561312 (Business Size Standard: $34 million). The Government intends to award without discussions.
Submission & Evaluation
Questions are due by June 08, 2026, at 12:00 PM EST. Proposals are due by June 12, 2026, at 08:00 AM EST. Submissions must be emailed to Alfred.Chaney@uscg.mil and Katherine.m.discenza@uscg.mil.
Proposals require a one-page cover sheet and must be submitted in two volumes:
- Volume I: Search Approach (5-page limit) and Prior Experience (5-page limit).
- Volume II: Price, using Attachment A. A minimum 11pt font is required.
Award will be based on a best-value trade-off process considering three factors: Factor 1 (Prior Experience), Factor 2 (Search Approach), and Factor 3 (Price). Prior Experience is more important than Search Approach, and both are significantly more important than Price.
