Statement of Work (SOW)

To provide comprehensive sewer line hydro jetting and cabling services for the San Diego VA Medical Center and its Community-Based Outpatient Clinics (CBOCs), including emergency response.

• Preventative Maintenance: Perform hydro-jetting and camera inspection services every three months after normal working hours (nights and weekends) on various locations including dishwashing areas, main kitchen, specific rooms, warehouse grease and sewer main lines, grease trap inlets/outlets, exterior storm drains, cooling tower and storm drains, and indoor floor drains.

• Emergency Services: Provide 24/7 emergency response for blockages on sewer and waste lines, with a response time of less than one hour for phone notification and a maximum of eight business hours for on-site arrival by a qualified technician.

• Services Include: Hydro-jetting, cabling, camera inspection, clearing, plunging, and unclogging of toilets, urinals, showers, mop sinks, floor drains, and sinks.

• Repairs: Diagnose, trace, locate, and repair sewer line issues, ensuring minimal impact on patient care and maintaining a safe environment.

• Odor Control: Implement measures to control noxious odors during service performance.

• Waste Disposal: Handle hazardous and non-hazardous waste disposal.

• Response Time: Less than 1 hour for emergency phone notification, within 8 business hours on-site.

• Service Reports: Provide service reports for all preventative and corrective maintenance.

• Clean-up: Complete cleaning of work sites after each day's services.

• Spill Reporting: Contractor is responsible for cleanup and remedial action for hazardous spills.

• Period of Performance: Base: 07/01/2026 – 06/30/2027, with four one-year option periods through 06/30/2031.

• Place of Performance: San Diego VA Medical Center and specified CBOC locations in San Diego, CA.

• Compliance: Adhere to OSHA, NFPA 70E, and other relevant safety regulations.

• Personnel: All personnel must wear identification badges, comply with VA safety and fire regulations, and use appropriate Personal Protective Equipment (PPE).

• Subcontracting: Requires Contracting Officer approval before subcontracting.

• Insurance: Maintain personal liability and property damage insurance.

• Reporting: Notify COR of any damage noted prior to services and report damaged lines immediately.

• Invoicing: Submit monthly invoices electronically via Tungsten-Network System, itemized with specific details.

• Wage Determination: Service Contract Act WD #: 2015-5635, Rev. 29.

Sources Sought Announcement / Request for Information (RFI)

This is a Sources Sought Announcement (SSA) and Request for Information (RFI) for market research purposes. The Department of Veterans Affairs (VA) is seeking information from qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) capable of providing Hydro Jetting with Camera services. This is not a solicitation or a request for proposals; it does not obligate the government to award a contract.

• Odor Control: Measures must be in place to manage odors.

• Reporting: Service reports for all maintenance performed.

• Clean-up: Complete site clean-up after services.

• Disposal: Proper disposal of hazardous/non-hazardous waste.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (07/01/2026 – 06/30/2027) with four option years.

• Place of Performance: VA San Diego Medical Center and specified CBOC locations in San Diego, CA.
