This document provides instructions for offerors responding to a solicitation for CONSTRUCTION PROGRAM MANAGEMENT AND RELATED SERVICES at the ASHEVILLE VAMC. Simplified procedures under FAR Part 12.201-1 will be used. Offers may be eliminated without further exchanges if not considered most advantageous based on a best value determination.

Offers must be based on the Performance Work Statement (PWS). Key submission components include:

• Signed Standard Form 1449 (Offer Form) with Contract Administration Data, SAM UEI Number, and acknowledgement of amendments.

• Completed price/cost schedule and attachments for all CLINs.

• Technical/Management Approach addressing all PWS aspects, including subcontractor identification and project organization, staffing, and management. The technical volume is limited to 25 pages.

• Past Performance: Three (3) references of similar scope, size, and complexity, performed within the last three years, detailing prime/subcontractor status, contact information, performance dates, contract type, and value.

• Award will be made to a responsible contractor representing the best value to the Government.

• Evaluation factors: Technical, Past Performance, and Price. Technical and Past Performance are more important than Price.

• Submission Deadline: January 23rd, 2026, by 12:00 PM EST.

• Technical Questions Deadline: January 14th, 2026, by 12:00 PM EST, submitted in writing via email to Harold.McQuillia@va.gov. Subject line: CONSTRUCTION PROGRAM MANAGEMENT AND RELATED SERVICES ASHEVILLE VAMC 36C24626Q0158.

• Evaluation: Proposals will be evaluated based on technical capabilities, past performance, and price, with technical and past performance being more critical.

• Offerors MUST be a verified Service-Disabled Veteran Owned Small Business (SDVOSB) vendor at the time of quote submittal and listed in the SBA database.

• All Quoters shall be registered and current in the System for Award Management (SAM) database at the time of award.

• Offerors must submit a completed and signed copy of 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION.

• A site visit will NOT be conducted; offerors are responsible for inspecting the site.

• Amendments will be posted on www.sam.gov; offerors are responsible for obtaining and acknowledging them. Failure to acknowledge may result in an unacceptable offer.

• SAM.gov may require representations not included in solicitations; these will not be considered for award decisions.

Amendment / Modification

This amendment modifies Solicitation 36C24626Q0158 to:

• Provide government answers to contractor questions (attached).

• Extend the quote submission deadline from December 30, 2025, 12:00 PM ET to January 23, 2026, 12:00 PM ET.

• Update Attachment A (Excel spreadsheet) and the Instructions to Offerors.

• The deadline for quote submission has been extended to January 23, 2026, 12:00 PM ET.

• Offerors must review the updated Attachment A and Instructions to Offerors.

• Unit Pricing: All positions require unit pricing, even those with "0" hours. The "Amount" column is computed as Unit Price x 0 = 0.

• Place of Performance: Primarily at Charles George VAMC, 1100 Tunnel Road, Asheville, NC 28805. Remote work is permitted for certain tasks (e.g., report preparation, plan reviews, concept designs) but Project Management, Construction Inspection, and Commissioning roles require on-site presence.

• Resumes: Resumes are required for the Sr. Project Manager and Project Manager with the offer. Other positions with identified hours in Attachment A will require resumes upon contract award. Personnel brought in later will also require resume review and approval prior to starting work.

• Pricing: Original proposed hourly rates apply throughout the contract duration. Pricing will only be adjusted per the required Wage Determination. All CLINs require unit pricing, even those with zero hours.

• Travel: Travel for specific tasks will be addressed separately and funded when a Project Task Area Memorandum (PTAM) is developed. Travel for contractor staff management is considered a cost of doing business.

• Onsite Staffing: Not all positions are anticipated to be 100% on-site. Space will be provided for full-time personnel in the FMS Project Section. Short-term personnel will be provided space when required on-site.

• Proposal Submission: Separate volumes for Sections A-C, D, and E are acceptable. Only unit pricing is needed in the pricing Excel sheet (Column O).

• Years of Experience: The facility is willing to review resumes with reduced years of experience on a case-by-case basis if unique qualifications justify it, but does not universally reduce experience requirements.
