Sources Sought Announcement

This announcement is for market research to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs) capable of providing Fire Sprinkler Test & Inspections. It is not a solicitation, and no contract award is guaranteed.

The Department of Veteran Affairs, Phoenix VA Health Care System requires Fire Sprinkler Test & Inspections in accordance with the attached Statement of Work (SOW). The SOW details requirements for inspection, testing, and maintenance of the Water Based Fire Sprinkler System and Fire Pump at the VA San Diego Healthcare System. Key tasks include:

• Inspection, Testing, and Maintenance: Monthly, quarterly, semiannual, and annual inspections/testing in compliance with NFPA 25 (2023) and NFPA 13 (2022) or current standards.
• Repairs: Provision of 200 normal working hours for repairs, with labor rates adjusted for after-hours or holiday work.
• Service Calls and Parts: Repair services and parts procurement, not to exceed $10,000.00 per annum. Parts costs and shipping will be invoiced at vendor cost.
• Sprinkler Head Testing: Removal, testing, and replacement of 50 sprinkler heads every 20 years.
• Training: Four (4) one-hour training sessions annually for maintenance and operation staff.

Base: 04/01/2026 – 03/31/2027 Option Years (OY1-OY4): 04/01/2027 – 03/31/2031

VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, CA 92161

• Certifications: Contractors must possess current California State certification (C16 Fire Protection Contractor), asbestos worker 16-hour O&M certification, and valid respirator fit test certification. Specific staffing includes one Journeyman level Sprinkler Fitter, one apprentice, and one Fire Alarm technician during routine inspections.
• Safety: Compliance with all Federal, State, and VA safety regulations, including OSHA and specific asbestos handling protocols (29 CFR 1926.1101).
• Response Times: 2-hour response for emergencies, 8 work hours for non-emergencies, 24/7 availability.
• Reporting: Electronic and paper reports of all tests, inspections, and maintenance. Immediate reporting of critical deficiencies.

The VA is mandated to consider a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). If SDVOSB response is inadequate, other set-asides or full and open competition may be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Fire Sprinkler System Test/Inspection, Preventive Maintenance, and Repair services for the Department of Veterans Affairs San Diego VA Medical Center (VASDHS).

• Conduct monthly, quarterly, semiannual, and annual inspections and testing of the Water Based Fire Sprinkler System and Fire Pump in accordance with NFPA 13 and NFPA 25 standards.

• Document all testing, inspection, and repairs using NFPA Forms and ensure compliance with Joint Commission standards.

• Provide up to 200 normal working hours for repairs, with adjusted rates for emergency/after-hours work.

• Procure and provide parts for repairs, not to exceed $10,000.00 per annum, with parts invoiced at cost plus shipping.

• Perform removal, testing, and replacement of fifty (50) sprinkler heads aged 20 years or older annually.

• Provide four (4) one-hour training sessions per year for maintenance and operation staff on the Fire Sprinkler System.

• Compliance with NFPA 13, NFPA 25, and The Joint Commission standards.

• Response times: within 2 hours for emergency requests and 8 work hours for non-emergency requests.

• Daily updates to the Contracting Officers Representative (COR).

• Electronic and paper reports of all tests, inspections, and maintenance.

• Immediate reporting of critical deficiencies.

• Place of Performance: VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, CA 92161.

• Period of Performance: Base Year (04/01/2026 – 03/31/2027) with four (4) Option Years.

• Contractor must be licensed and certified in California (C16 Fire Protection Contractor Certification).

• Staffing requirements include one (1) Journeyman level Sprinkler Fitter, one (1) apprentice, and one (1) Fire Alarm technician during routine inspections.

• Personnel entering asbestos-containing areas must have 16-hour asbestos training and a valid fit test certification.

• Contractor must maintain personal liability and property damage insurance.

• Compliance with all applicable Federal, State, and local safety regulations, including OSHA and NFPA standards.

• Availability for call 24 hours a day, 7 days a week.
