Services will support routine operations, unexpected needs (e.g., OEHRM/Cerner deployments), and provide interim support while full-time positions are recruited. Key service areas include:
- Technology Assessment, Implementation, and Sustainment: Covering pre-purchase support, site preparation, installation, incoming inspection, hazard remediation, recall investigation, and medical device security.
- Maintenance: Routine, planned, and corrective maintenance for medical equipment and clinical systems, with a target of 7 calendar days for corrective maintenance turn-around time.
- Professional Services: Healthcare consulting, internal operations support, and project management.
- Cybersecurity: Management of networked medical systems and cybersecurity-related tasks.
Support can be provided onsite or remotely, though planned and corrective maintenance cannot be performed remotely.
Contract Details
- Contract Type: Multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) with hybrid Firm-Fixed Price (FFP) and/or Labor Hour (LH) task orders.
- Period of Performance: 5 years (base period plus four 1-year option periods).
- Maximum Aggregate Value: $175,000,000.00.
- Minimum Guarantee: $2,500.00.
- Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be certified by the U.S. Small Business Administration (SBA) under the Veteran Small Business Certification Program (VetCert). Subcontracting limitations apply (not more than 50% to non-SDVOSBs).
- Place of Performance: Nationwide, including Continental United States (CONUS) and Puerto Rico, for all VA medical centers and outpatient clinics. The initial task order is for remote performance.

Offerors must provide detailed hourly rates using the provided pricing spreadsheet (Attachment E_0002), identifying any labor categories subject to the Service Contract Act (SCA). Personnel qualifications, including a Bachelor's degree and PMP certification for Project Managers, are specified. A Business Associate Agreement (BAA) may be required. Contractor personnel will undergo background checks and require VA PIV badges. An initial task order will be awarded with the IDIQ.
