This solicitation is for Fire Sprinkler System Inspection, Testing, and Emergency Repair services at the VA San Diego Healthcare System. The objective is to ensure the fire suppression system and its components comply with NFPA 13, NFPA 25, and The Joint Commission standards.

• Inspection, Testing, and Maintenance: Conduct monthly, quarterly, semiannual, and annual inspections and testing of the Water Based Fire Sprinkler System using NFPA Forms, in accordance with NFPA 25 (2023) and NFPA 13 (2022) or current standards. Results must be documented and presented according to The Joint Commission, Physical Environment (PE) standard PE 04.01.01.

• Repairs: Provide 200 normal working hours for repairs to covered equipment. Labor rates for normal, after-hours, and holiday/emergency work must be provided. Annual expenditure for labor must be monitored.

• Service Calls and Parts Procurement: Respond to service calls for repairs. Parts procurement is limited to $10,000.00 per contract year. Any parts exceeding this amount will require a contract modification. Annual expenditure for parts must be monitored.

• Sprinkler Head Testing: Perform removal, replacement, and testing of 50 sprinkler heads (20 years old) per NFPA 25 (2023) chapter 5.3, and replace them with new ones.

• Training: Provide four (4) one-hour training sessions annually for maintenance and operation staff, covering hands-on work, control valve orientation, and fire pump supervision.

• Availability: Contractor must be available 24/7 and respond within 2 hours for emergency requests and 8 workhours for non-emergency requests.

• Reporting: Provide electronic and paper reports of all tests, inspections, and maintenance. Daily updates to the Contracting Officer's Representative (COR) are required. Critical deficiencies must be reported immediately.

• Period of Performance: Base period from 07/01/2026 to 06/30/2027, with four (4) option years extending through 06/30/2031.
