Sources Sought Announcement

This is a Sources Sought Announcement for market research to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), 8(a), HubZone, and other Small Businesses capable of providing Interior Design Consultant services. It is not a solicitation, and no contract will be awarded based on this announcement. Responses are for informational purposes to aid in acquisition decisions.

The Department of Veterans Affairs (VA) is seeking a contractor to provide Interior Design Consultant services for the Phoenix VA Medical Center (VAMC). The services include:

• Achieving Design Excellence and Compliance with VA policies, ADA, The Joint Commission, OSHA, and other relevant standards.
• Enhancing facility interiors for functionality, aesthetics, and a healing, patient-centered environment.
• Providing project oversight and coordination for contractors and vendors.
• Ensuring flexibility and continuity of design services (16-20 hrs/week, up to 40 hrs/week as needed).
• Managing costs and providing cost-effective solutions.
• Applying technical expertise in architectural drawing, CAD, and healthcare-specific design.

Interested businesses must submit the following in writing:

• Company name, address, point of contact, phone, fax, and email.
• DUNS number, Cage Code, and Tax ID Number.
• Type of small business (e.g., SDVOSB, VOSB, 8(a), HUBZone).
• A capability statement detailing the organization's qualifications and ability to perform the described work.

The acquisition is intended as a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). However, if responses are inadequate, an alternate set-aside or full and open competition may be considered.

• Responses must be submitted via email to jessica.brooks3@va.gov.

• All submissions should be marked "Attn: Jessica Brooks, Contract Specialist."

• The deadline for submission is May 14, 2026, at 16:00 MST.

• The VA is not obligated to pay for any costs associated with responding to this announcement.

• Offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

• SDVOSBs or VOSBs responding must also be registered with the VA Center for Dynamic Small Business Search (dsbs.sba.gov).

• No sub-contracting opportunities are anticipated.

• The North American Industry Classification System (NAICS) code is 541410, with an approximate size standard of $9 Million Dollars.
