Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive IT cost accounting support to the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), IT Budget and Finance (ITBF) Branch. The primary goal is to enhance the accuracy, visibility, and utility of financial data to support strategic decision-making and operational efficiency within the VA.

• Provide detailed cost modeling, optimization, benchmarking, and cost-benefit analyses.

• Categorize, map, and allocate IT financial data using the Technology Business Management (TBM) taxonomy.

• Assist in maturing the VA's TBM costing capability, including data integration, automation, and reporting dashboards.

• Create and maintain Standard Operating Procedures (SOPs) for financial processing and TBM model operations.

• Conduct quarterly financial audits to ensure compliance with federal law, regulation, and policy.

• Provide detailed reports on audit findings, root causes, and recommendations.

• Support enhancement of internal controls and alignment of financial practices with federal guidelines.

• Provide robust financial data management and data governance practices, including database administration and stewardship.

• Maintain and monitor data interfaces, manage data staging and loading, and resolve help desk tickets.

• Facilitate data audits, performance tuning, and indexing of operational databases.

• Sustain Power BI reports and update technical documentation.

Request for Information (RFI)

This RFI is for planning purposes only and is not an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or Request for Proposal. The government is seeking information to assist in developing its acquisition strategy and Performance Work Statement (PWS) for Technology Business Management Support (TBM). Responses will be treated as information for consideration, and no payment will be made for incurred costs. The award is anticipated in Fiscal Year 2026.

Respondents are requested to provide information on their capabilities related to the attached DRAFT PWS. Specific information requested includes:

• Company Name, Vendor Point of Contact, and SAM UEI.

• A list of federal contracts held as a prime contractor.

• Company size and socio-economic status relative to the NAICS code 541611 ($24.5M Small Business Size Standard).

• For SDVOSB concerns, details on meeting set-aside requirements and the 50% limitation for subcontracting.

• Feedback on the sufficiency of the DRAFT PWS and recommendations for improvement.

• A summary of the company's available solution (business and technical) for TBM requirements, including:

  • Number of current contracts and dollar values for similar services.
  • Indication of which DRAFT PWS capabilities can be met and any alternative approaches for unmet capabilities.
  • Examples of experience with automated coding structures, AI for financial code selection, importing/validating financial data, data transformation tools (e.g., Alteryx), and maturing TBM capabilities (including model design, implementation, and data maturation).
  • Experience with modeling software, specifically Apptio.
