Statement of Work (SOW) / Performance Work Statement (PWS)

To provide technical services for the repair and upgrade of the Federal Bureau of Investigation's (FBI) land mobile radio (LMR) legacy equipment used across its 56 field offices.

• Establish a Blanket Purchase Agreement (BPA) for one Base Year and four one-year option periods.

• Services include repairs and upgrades to FBI's LMR legacy equipment, primarily manufactured by Motorola Solutions, Inc.

• Equipment spans several model generations and includes hybrid and specialty components proprietary to Motorola.

• Maintenance upgrades and replacements must not reduce the original level of conformance with applicable Revised 508 Standards.

• Specific equipment to be serviced includes, but is not limited to, various models of Astro Spectra Plus, XTS, XTL, APX portable and mobile radios, Quantar components (repeaters, power supplies, modules), AstroTac components, and Centracom power supplies.

• All repairs must be covered by a 90-day parts and labor warranty.

• Repairs and return of FBI equipment must be completed within 5 business days. If not, the contractor must provide operational standby equipment.

• Vendor must perform calibrations after repair and provide calibration documentation.

• The primary place of performance will be at the awarded vendor's designated factory, shop, and depot-level service repair facility.

• Contractor must possess Motorola Solutions, Inc., licensing, firmware/software upgrade licensing, tools, and parts.

• Repairs must be performed by Motorola certified technicians.

• Contractor must be able to readily replace any hardware or software failures, including chassis and FRU replacements, due to manmade or natural causes.

• Firm Fixed Prices must be quoted per equipment listed (sample list provided, not exhaustive).

• Prices must exclude sales tax and other taxes.

• Prices quoted must be F.O.B. Destination.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

• The Government will not provide any furnished equipment or information; the vendor is responsible for their own equipment and tools.

• The awarded vendor will not need access to any FBI enclave for repairs.

• Other Direct Costs (ODCs) are not authorized.

• Contractor must have facilities and licensing for Motorola Solutions equipment and software.

• Repairs must be performed by Motorola certified technicians.

• All repairs require a 90-day parts and labor warranty.

• Equipment must be repaired and returned within 5 business days, or operational standby equipment must be provided.

• Calibrations must be performed after repair, with documentation provided.

• Contractor must be able to replace hardware/software failures due to manmade or natural causes.

• Firm Fixed Prices must be quoted per equipment type; the provided list is a sample.

• Prices must exclude sales tax and be F.O.B. Destination.

• Monthly status reports required, detailing staffing, labor, management issues, and action items.

• Bi-weekly status reports required, detailing completed activities, risks, and personnel responsibilities.

• Contract period: One Base Year with four one-year option periods.

• Place of Performance: Contractor's designated factory, shop, and depot-level service repair facility.

• Non-personal services contract.

• Contractor is responsible for all equipment and tools.

• No access to FBI enclaves required; repairs are at the contractor's facility.

• Electronic invoicing required via the Invoice Processing Platform (IPP.gov).

• Government Representatives: Contracting Officer (Beth Howell) and Contracting Officer Representative (Pamela Lee Drechsler).

• Travel requires prior written authorization from the CO/COR and must adhere to Federal Travel Regulations. Other Direct Costs (ODCs) require CO approval.
