  • Providing a firm-fixed-price quotation on company letterhead detailing service description and total price.
  • Submitting the SAM Unique Entity Identifier (UEI) Number.
  • Providing past performance references for two projects similar in size, scope, and complexity, completed within the last three years.
  • Submitting technical documentation demonstrating capability to meet schedule requirements.

• Award Type: One award anticipated.

• Contract Type: Firm-Fixed Price.

• Delivery: Required by 09/30/2026. F.O.B. Destination is requested.

• Evaluation Criteria: Lowest price technically acceptable (LPTA). Only the lowest priced offer will be evaluated for Technical Acceptability and Past Performance.

  • Price: Must be fair and reasonable; pricing for all CLINs is required.
  • Technical Acceptability: Demonstrates a sound and compliant approach meeting all requirements.
  • Past Performance: May be evaluated using provided references, USDA contracts, and CPARS.

• Submission Deadline: Monday, March 30, 2026, not later than 3:00 p.m. Central Time.

• Questions Deadline: March 25, 2026, at 12:00 p.m. Central Time via email.

• Quotations must be submitted electronically by email only to monte.jordan@usda.gov.

• Offerors, or the product or service, are not required to meet a qualification requirement to be eligible for award.

• The provision at FAR 52.212-2 is not applicable; evaluation is based on FAR 12.203.

• Offerors must hold prices firm for 60 calendar days.

• The document details procedures for agency protests through the USDA Ombudsman Program.

Statement of Work (SOW) / Performance Work Statement (PWS)

The USDA, Agricultural Research Service (ARS), Plains Area (PA), Edward T. Schafer Agricultural Research Center (ETSARC) in Fargo, ND, requires a qualified vendor to provide disposal services for mixed radiological and radioactive contaminated material.

Services must include a "milk-run" pickup of radioactive waste. The vendor must provide all labor, materials, tools, equipment, analysis, travel, transportation, containers, labeling, documentation, waste treatment, stabilization processing, disposal, and support services. This encompasses categorizing, packaging, transporting, documenting, and disposing of mixed radiological and radioactive contaminated material from the ETSARC facility, which is classified as a Very Small Quantity Generator (VSQG) primarily involved in agricultural research.

Services must be performed in accordance with current federal, state, and local regulations.

• Place of Performance: USDA, ARS, PA, Edward T. Schafer Agricultural Research Center, 1616 Albrecht Blvd, Fargo, ND 58102.

• Start Date: Disposal services are requested to begin within five days or sooner after contract award.

• The vendor must be qualified and possess the capability and capacity to provide the required disposal services.

• The vendor should ideally be currently servicing the area to facilitate a "milk-run" pickup.

• The current list of materials tagged for disposal is provided in an attachment, including container type, isotope, activity, and estimated weight. Specific chemicals and their components are also detailed.

• The USDA will furnish the facility location.
