Contract Details

  • Contract Type: Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ). Orders will primarily be Firm-Fixed-Price (FFP), with Time-and-Materials (T&M) as an option.
  • Ordering Period: Five (5) years from the date of award.
  • Maximum Ceiling: $268,000,000.
  • Minimum Guarantee: $2,500 per awardee.
  • Set-Aside: Full and Open Competition (None). Small Business Right of First Refusal will be applied at the Order level to maximize small business utilization.

Submission & Evaluation

The evaluation process is two-phased:

  • Phase I (Advisory Down-Select): Based on corporate experience, capability statement, and certifications. This phase is advisory and does not factor into the final award.
  • Phase II (Full Proposals): Evaluated using adjectival ratings for Technical Approach (most important), Key Personnel, Management Approach, Past Performance, and Price. A best-value tradeoff approach will be used.
