• Quotes are due by April 30, 2026, at 04:00 PM Local Time.

• Quotes must be submitted electronically via email to the Contracting Officer and Contract Specialist.

• Evaluation will be based on Price and Technical Capability.

• The agency will first evaluate prices and then assess the lowest-priced quote for technical acceptability. This process will continue until a technically acceptable offer is found.

• Offerors must be registered in the System for Award Management (SAM).

• This acquisition is set aside for Women-Owned Small Business (WOSB).

• The North American Industry Classification System (NAICS) code is 238330.

• The solicitation includes FAR clauses incorporated by reference and DFARS clauses incorporated by full text and by reference.

• The offeror agrees to hold prices firm for 120 calendar days from the quote due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the removal of existing flooring and the installation of new flooring in two classrooms at Ramey Unit School.

• Location: Ramey Unit School, northwest Puerto Rico.

• Area: Approximately 1,636 square feet total, comprising two classrooms:

  • Classroom 1: 37 ft x 28 ft (approx. 1,036 sq ft)
  • Classroom 2: 20 ft x 30 ft (approx. 600 sq ft)

• Tasks:

  • Demolition and removal of all existing flooring materials, adhesives, fasteners, and residual materials.
  • Subfloor inspection and correction of any deficiencies.
  • Floor leveling to achieve a flat, smooth, and even surface.
  • Installation of vinyl flooring (LVT or Sheet Vinyl) according to manufacturer specifications.
  • Cleanup and disposal of all construction debris and excess materials in compliance with regulations.

• Materials: Contractor to provide all labor, materials, tools, equipment, and supervision.

• All work must comply with applicable federal, state, and local building codes, safety regulations, and manufacturer installation guidelines.

• Subfloor must be free of imperfections to prevent telegraphing.

• Final work areas must be left clean, broom-swept, and ready for occupancy.

• Work is to be completed during the school summer break.

• Security Clearances: All personnel must have necessary security clearances to access DoD networks and systems. Contractor is responsible for verification.

• Building Access: Coordinate all access requirements with DoDEA security personnel. Advance notice and documentation are required.

• Work Hours: Access to DoDEA facilities is only during authorized work hours, subject to COR/FOS approval. Work must be completed during school summer break.

• Permits & Passes: Contractor is responsible for obtaining all necessary permits and passes. Security pre-clearance is required for base access.

• Safety: Adhere to OSHA, EM-385, and other applicable safety regulations.

• Contractor Personnel: Must present a neat appearance and be easily recognized as contractor employees.

• No Smoking: Smoking is prohibited on school campus.

• Flooring Selection: Proposed flooring material types and color selections must be submitted to the COR/FOS for review and approval prior to procurement or installation.

• Work/Installation Schedule (submit no later than 48 hours before scheduled work)

• Request for Flooring Type (within 14 days after Purchase Order Award)

• Photos of Site (before, during, and after floor installation)

• Pre-Inspection (must be scheduled 3 working days prior)

• Final Inspection (must be scheduled 3 working days prior)
