Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for engine shop area upgrades, aimed at addressing current and future mission needs by improving unusable facilities, pavements, electrical systems, and drainage, and mitigating flight safety and environmental hazards.

• Demolition: Remove buildings (115, 131, 133), tent structure (321), abandoned electrical components, guardrail, fencing, concrete, and asphalt areas. Remove a 12K underground storage tank.

• Storm Drainage: Install storm water control structures, including catch basins, piping, and trench drains, to ensure proper water flow and drainage.

• Electrical: Install electrical conduit and wiring to support new fabric shelters, including electrical equipment and interior lighting.

• Paving: Prepare areas and install a new concrete access road, concrete tent pad, and concrete approach. Install an asphalt shoulder patch.

• Fabric Shelters: Purchase and install two ~80'x60' tensioned fabric shelters with liners, electrical equipment, interior lights, doors, and dehumidification equipment in one shelter.

• Underground Tank Removal: Excavate, remove, and dispose of a 12K underground storage tank and associated wastewater, recovery tank, and concrete ballast pad. Cap utilities and test for contaminants.

• Period of Performance: 120 days after issuance of the notice to proceed.

• Place of Performance: In and around building 137 and the Northgate road at the 180th Fighter Wing, Swanton, OH.

• Quality Control (QC): Contractor must develop and maintain an effective QC Plan.

• Quality Assurance (QA): Government will evaluate performance based on the Quality Assurance Surveillance Plan (QASP).

• Installation Access: Contractor personnel must comply with all installation access, security, and identification requirements, including potential background checks and obtaining base identification and vehicle passes.

• Training: Contractor employees must complete Antiterrorism Awareness Level I training within 15 days of assignment. OPSEC training is also required.

• Submittals: Include technical data, catalog cut sheets, test reports, as-built drawings, and operations and maintenance manuals. AF Form 3000 must be submitted for material approval.

• Site Conditions: Verify existing dimensions and conditions before bidding and before starting work. Provide 7 days' notice before disturbing ground below 3" or shutting down building utilities/streets/parking lots.

• Safety: Comply with all applicable laws and ordinances. Obtain burn permits for open flame/spark work. Provide fire extinguishers and safety equipment. Vehicles on the apron must be inspected for Foreign Object Debris (FOD).
