The Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic aims to identify qualified contractors for range maintenance and repair, and to assess whether to set aside the requirement for specific small business concerns.
Scope of Work
The work involves providing labor, supervision, management, tools, materials, equipment, transportation, and incidental engineering for general repairs to maintain ranges and training areas in usable condition. Key tasks include:
- Carpentry, welding, masonry, electrical, painting, heavy equipment operations, and mechanical maintenance.
- Refurbishing props, trash/debris removal, and fabricating/installing/repairing metal gates, flag poles, barriers, signs, and barricades.
- Installing and repairing fencing (wood and metal).
- Ammo breakdown table repair, wooden steps, range structure/facility repair.
- Berm maintenance, firing position maintenance, bunkers, retaining walls, and metal bleachers.
Contract Details
The Government intends to award a Firm Fixed Price/Non-Recurring type contract with a base period of one year, plus four (4) twelve-month option years. The total contract term, including options, will not exceed sixty (60) months, with a potential additional six-month extension under the Option to Extend Services Clause.
Eligibility / Set-Aside
This is a Total Small Business Set-Aside (FAR 19.5) consideration. NAVFAC Mid-Atlantic is specifically seeking HUBZone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with relevant qualifications. Small businesses must be certified and registered by the SBA and listed in the SBA database. The NAICS Code is 561210 (Facilities Operations Support Services) with an annual size standard of $47,000,000.00.

Additional Notes
The work will be performed within a 40-mile radius of Marine Corps Base, Camp Lejeune Training Complex areas in Jacksonville, North Carolina. The contractor must provide certified technicians for required trades, skilled workers with commercial Class A CDL, welders' license, electricians' license, HAZMAT qualification, OSHA certification, and a valid state driver's license.
