Range Target Retrieval System Upgrade-Niagara Falls ARS Solicitation

Statement of Need (SOW/PWS)

To upgrade the existing 21-point Inveris Gen1 Target Retrieval System to a new 21-point XWT Gen5 System (or equivalent) for the 914 Security Forces Squadron/CATM at Niagara Falls Air Reserve Station.

• Provide all necessary plant, labor, materials, parts, equipment, and transportation.
• Upgrade the existing Gen1 system to the Gen5 Inveris XWT Wireless Target System.
• This includes:
  • Inveris XWT Gen5 Upgrade (or equivalent system) with self-propelled, 360-degree turning target carriers and touchscreen target control for 21 firing lanes.
  • Master Control Computer and 1 Tablet Controller with RMCS3.
  • Installation of the upgraded equipment.
  • Proper removal and disposal of the existing equipment.

The Target Retrieval System must meet the following minimum characteristics:

• Utilize existing components of the current retrieval rail system.

• Replace the current 21-point carrier/computer system.

• Target traversal range of 0m-25m on a rail system.

• Locally controlled target carriers from each point.

• Control Tower Target Control.

• Include 3/8" steel plate for carrier component protection.

• Illuminate targets on the carrier.

• Ability to control carrier lights (turn off/strobe).

• Speed control on carriers.

• Capability to charge batteries when not in use.

• Work shall be completed within 120 days of award.

• Delivery of materials shall be FOB Destination.

• Components and work shall have a minimum of a 1-year warranty.

• Any 'equivalent' systems offered must provide matching capability to the Inveris XWT Gen5 system and specifications.

• 'Equivalent' systems must ensure they provide a fully functional system.

• Existing components (e.g., target rails) may be reused, but the contractor is responsible for replacing all necessary components for a fully functional target system.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services to upgrade the existing 21-point InVeris Gen1 Target Retrieval System at the Niagara Falls Air Reserve Station (NFARS) to a new 21-point InVeris Gen5 (or equivalent) Target Retrieval System. The acquisition is not set-aside for small business concerns.

• Upgrade of existing InVeris Gen1 Target Retrieval System to a Gen5 system (or equivalent).

• Installation of InVeris XWT Gen5 (or equivalent) Upgrade - XWT Next Generation Wireless 360 Degree Turning Target System, including self-propelled, touchscreen target control for 21 firing lanes.

• Installation of Master Control Computer and 1 Tablet Controller with RMCS 3.

• Installation of upgraded equipment.

• Proper removal and disposal of existing equipment.

• Any "equivalent" systems must provide matching capability to the specified InVeris XWT Gen5 system and specifications.

• Contract type: Firm fixed price.

• Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination; Niagara Falls Air Reserve Station, NY.

  1. Quote with Technical Capability Statement (including technical specifications of all proposed equipment).
  2. Delivery Schedule.

• Evaluation Criteria:

  • Price: Will be evaluated on the total price quoted.
  • Technical Acceptability: Will be evaluated by reviewing the contractor's capability statement and equipment to ensure it meets the requirements of the Statement of Need.

• Award will be made to the contractor with the lowest priced proposal whose technical capability is determined to be acceptable.

• The government intends to award without discussions.

• This acquisition is not set-aside for small business concerns.

• Business must have current active registration with the System for Award Management (SAM).

• HUBZone small business concerns may receive a price evaluation preference.

• The solicitation document and incorporated provisions and clauses are those in effect through 17 April 2026.
