Scope of Work

The selected contractor will be responsible for the design and construction of the RHC LPOE at 15 Pan American Ave, Douglas, AZ 85607. Key tasks include:

  • Maintaining continuous commercial and non-commercial inspection activities throughout the construction period.

Contract Details

This is a Firm-Fixed-Price contract. The period of performance includes Design Phase Services commencing within 1 day after NTP, with Substantial Completion required no later than 1916 calendar days from NTP, and Contract Completion within 90 calendar days of Substantial Completion. Liquidated damages of $10,093.36 per calendar day will apply for failure to achieve Substantial Completion on time. Insurance requirements include Commercial General Liability ($5,000,000 per occurrence) and Comprehensive Automobile Liability ($1,000,000 per person / $2,500,000 per occurrence). A bid guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required. Wage Determination AZ20260038 for Cochise County, AZ, applies.

Submission & Evaluation

Proposals are due by April 16, 2026. Offerors must submit a Price Proposal, Technical Proposal, Representations and Certifications, Standard Form 24 (Bid Bond), Subcontracting Plan (for large businesses), GSA Form 527 (Contractor's Qualifications and Financial Information), and Proprietary Information Agreement(s). Proposals should be submitted electronically, with a 25MB per email size limit. The contract will be awarded using a Best Value Tradeoff process, where non-price factors (Past Experience of General Contractor, Technical and Management Approach, Lead Designer, Past Performance of General Contractor, Small Business Utilization) are significantly more important than price. Mandatory requirements include active SAM registration. Firms contracting with Line and Space, Stantec, Inc., and Rider Levett Bucknall may have an Organizational Conflict of Interest.
