Purpose
This notice is for market research and information purposes only, not a solicitation. The Government is seeking to gauge industry capabilities for records management services, specifically for the efficient operation of an electronic work request system (EWRS) at HNC in Huntsville, AL. This does not constitute a Request for Proposal (RFP) or a promise to issue one.
Scope of Work
The contractor will provide personnel and supervision for records management functions, primarily focusing on the operation of the EWRS (DF System/EDT), which runs on Microsoft SharePoint. Key tasks include:
- Work tasking/comment retrieval and tracking.
- General records management.
- Providing basic instructions and troubleshooting for EWRS users.
- Acting as the primary point of contact for CEHNC users regarding EWRS issues.
- Representing the EWRS process during system changes, coordinating with users, and providing updates/training.
Performance Standards
Performance will be measured against a Quality Assurance Surveillance Plan (QASP). Key metrics include processing suspense system requests within 24 business hours and closing suspense records within 2 business days of the suspense date.
Place & Period of Performance
Work will be performed at the Huntsville Engineering and Support Center, 300 Secured Gateway, Huntsville, AL. One full-time equivalent (FTE) is expected to be present during core hours (0900-1500).
Special Requirements
Contractor personnel must comply with applicable regulations (e.g., AR 25-400-2, AR 380-5), obtain and maintain a Common Access Card (CAC), and complete required training (AT Level I, OPSEC, DoD IA Awareness). A Quality Control Plan (QCP) and System (QCS) are required. Monthly status reports and quarterly coordination meetings are deliverables. Service Contract Labor Standards (SCLS) wage rates apply.
