Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a safe and reliable system for the collection, transportation, treatment, storage, segregation, recycling, and disposal of recyclables and comparable wastes for USAG RP Installations within the Kaiserslautern Military Community (KMC) area.

• Provide and maintain permanent and time-limited bins, containers, compactors, and potable pedestals.

• Collect, transport, segregate, treat, store, and dispose of recyclables and waste materials.

• Provide necessary documentation, including invoices, statistics, and recycling balance reports.

• Services cover various types of waste including paper/cardboard, plastic, scrap wood, scrap metal, wheels/tires, electronics, and glass bottles.

• Services must comply with all applicable US, German, and local laws, regulations, and standards.

• Contractor must maintain an effective Quality Control Plan (QCP) and adhere to the Quality Assurance Surveillance Plan (QASP).

• Specific performance requirements are detailed in the Performance Requirements Summary (PRS) in Technical Exhibit A.

• Period of Performance: One (1) base year (March 28, 2025 - March 27, 2026) with one (1) option year.

• Place of Performance: Various USAG RP Installations outlined in ATTACHMENT A, including Breitenwald Training Area, Landstuhl Hospital, Landstuhl Heliport, Miesau Ammo Depot, Sembach Kaserne, and Weilerbach Storage Area.

• Contractor must be a certified "Waste Management Company" (Entsorgungsfachbetrieb) in accordance with German law.

• Contractor personnel require specific certifications (e.g., Certificate of Good Conduct) and must comply with security and access requirements.

• A Project Manager (PM) and alternate PM must be designated, with proficiency in waste management and English/German languages.

• Contractor must provide specific equipment, including various types of collection vehicles and containers.

• Compliance with environmental, safety, and anti-terrorism regulations is mandatory.
