Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ) for Recycling Services at Fairchild Air Force Base (AFB). The acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) code is 562920 (Materials Recovery Facilities), with a size standard of $25 million. The contractor shall perform recycling collection, processing, marketing, transportation, delivery of recyclable materials, and operation of the on-base Recycling Center at Fairchild AFB.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for recycling collection, processing, marketing, transportation, and delivery of recyclable materials, as well as the operation of an on-base Recycling Center at Fairchild AFB (FAFB), WA.

• Collection Requirements: Develop and adhere to a recycling collection route and schedule, ensuring 100% collection and processing of recyclables weekly. Changes to routes or schedules require COR approval and customer notification.

• Additional Collections: Provide extra containers and collection for special events upon COR notification.

• Container Management: Accept, distribute, and track Government-provided recycling containers. Notify COR of issues with container placement or contamination.

• Weighing: All recycled materials must be weighed according to State of Washington regulations. A scale is available at the Recycling Center.

• Transportation: Materials must be transported in a manner that optimizes diversion and revenue, complying with Washington Administrative Code.

• Recycle Center Services: Process collected recyclables, including corrugated cardboard, paper, aluminum cans, plastics, and ink/toner cartridges. Wood pallets are also included.

• Processing: Sort, package, bale, and/or crush materials to optimize revenue. Contractor provides processing supplies.

• Marketing: Market recyclable commodities, obtaining at least three competitive quotes per shipment and ensuring optimum market value. All materials processed on base must have pricing established prior to shipment.

• Revenues & Proceeds: Provide a Commodity Direct Sale Proceeds Chain of Custody to the COR with each sale. Sale proceeds checks are to be made out to the U.S. Treasury.

• Education: Provide on-site educational training and printed information to the base populace regarding recycling services and address customer questions.

• Equipment Maintenance and Repair: Perform maintenance and repair on Government-Furnished Facilities and Incidental Property (GFF_IP) according to manufacturer recommendations. Contractor is responsible for repair costs up to $1,000.00 per occurrence.

• Housekeeping: Provide custodial and general clean-up services for the Recycling Center facility and surrounding areas.

• Customer Complaints: No more than 2 valid customer complaints per month for collection/transport, 1 per month for processing/marketing, 1 per quarter for reports/records, and 1 per month for cleanliness/access.

• Remedy: Re-performance within 1 business day for any validated complaint; work not re-performed is not billable.

• Place of Performance: Fairchild AFB (FAFB), WA.

• Environmentally Preferable Purchasing: Comply with federal mandates for sustainable procurement, including using recovered materials, energy-efficient products, and bio-based products.

• Hazardous Materials: Contractor is responsible for proper storage, management, and disposal of any hazardous material brought on base.

• Security: Comply with FAFB security requirements, including base access, personnel appearance, and key control. Contractor personnel must fluently speak, comprehend, read, and write English.

• Quality Control: Develop and maintain a Quality Control program.

• Quality Assurance: Government will inspect and evaluate contractor performance.

• Reporting: Submit shipping records within three working days of shipment and a monthly report within seven calendar days after the end of each month.
