Scope of Work

- Fixed-Price Preventive Maintenance: Annual services during scheduled ATC shutdowns (Christmas, July 4th), including vibration testing, instrument calibrations, safety checks, Non-Destructive Testing (NDT), oil analysis, ammonia purity tests, and water treatment.
- Time & Materials (T&M) Emergency Maintenance: On-demand emergency services, repair supplies, and engineering support, with a required 24-hour response time (1-hour for critical emergencies per J&A). All operations must comply with OSHA (29 CFR 1910), the ATC Process Safety Management (PSM) program, and the Risk Management Plan (RMP), particularly given the 30,000 lbs of ammonia on site.
Required Capabilities & Qualifications
Contractors must provide all labor, materials, equipment, and tools. Specific requirements include:
- Technicians: Minimum 5 years' experience with industrial refrigeration systems (Ammonia, R-507, R-22, 404A, 508B, D-Limonene).
- Certifications: Current First Responder Training (Level-A suit, SCBA, full-face respirators), experience with PSM, and ability to obtain an unescorted security badge within 60 days.
- Company: Active membership in RETA and 2 years' experience in mechanical integrity inspections per IIAR standards.
- Location: Contractor must be located within 25 miles of APG for emergency response.
- Personnel: A Service Manager and a minimum of two qualified field personnel are required.
