• Weight Tickets: A response regarding the requirement for weight tickets for all loads or specific types of dumpster loads is forthcoming.
• Insurance Requirements: FAR clause 52.228-5, "Insurance-Work on a Government Installation," applies. Contractors must maintain insurance as specified by FAR 28.307-2, including:
  • Workers' compensation and employer’s liability (at least $100,000, subject to state statutes).
  • General liability (bodily injury at least $500,000 per occurrence).
  • Property damage liability (required in special circumstances).
  • Automobile liability (bodily injury at least $200,000 per person/$500,000 per occurrence; property damage at least $20,000 per occurrence for operations in the U.S.).
  • Aircraft and vessel liability may be required if applicable to contract performance.

No impact on solicitation requirements or due dates is noted in this Q&A document. The response to the weight ticket question is pending.

• FAR 52.229-11, TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND REPRESENTATION (FEB 2026): Requires offerors to represent if they are a foreign person and whether they claim an exemption from the 2% tax on certain foreign procurements. Foreign persons must submit IRS Form W-14 with their offer to claim exemptions.

Offerors must carefully review each provision and complete the required representations and certifications accurately. Failure to do so, or providing inaccurate information, could impact their ability to be considered for award or lead to contract withholding. Specific attention should be paid to the SAM.gov database status, any required disclosures regarding telecommunications equipment, and the tax implications for foreign persons.

This document is a Past Performance Questionnaire (PPQ) intended for offerors to provide to their references. It is designed to gather information about an offeror's past performance on previous contracts, which will be used by the government for evaluation purposes. The questionnaire is divided into two sections: Section A for the offeror to complete and submit with their proposal, and Section B for the reference to complete and submit directly to the Contract Specialist.

Section A (For Offeror Completion):

• Reference contact information (Company Name, Reference Name, Address, Phone, Email)
• Contract Number and Program Name
• Contracting Officer details (if different)

• Description of Work performed
• Prime or Subcontractor role
• Award and Completion Dates

• Performance ratings across various areas: Technical Capability, Timely Performance, Management Effectiveness, Contract Administration, Compliance with Security Standards, and Overall Performance. Ratings include Exceptional, Good, Satisfactory, Marginal, Unsatisfactory, and Neutral.

Bidders must use this form to solicit feedback from their past performance references. Section A needs to be completed by the bidder and submitted with their proposal. Section B must be provided to the references, who will then submit it directly to the Contract Specialist. The information gathered in Section B by the references will be a critical component of the government's past performance evaluation. The deadline for response is March 20, 2026. Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for solid waste management at various Air Force Research Laboratory (AFRL) and Defense Finance and Accounting Service (DFAS) locations. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. Offerors are responsible for monitoring for amendments.

• Provision of all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary for solid waste management.

• Services to be provided at AFRL Rome Research Site (RRS), DFAS locations in Rome, NY, Newport Research Facilities in Newport, NY, and Stockbridge Facilities in Oneida, NY.

• Delivery is FOB Destination.

• Contract Type: Firm Fixed Price

• Period of Performance: 1 April 2026 - 30 September 2031 (one-year base period with four 1-year options plus a 6-month extension option period).

• NAICS Code: 562111

• Small Business Size Standard: $47M average annual receipts.

• Quotes are due by 3:00 PM (Eastern Time) on 20 March 2026.

• Offerors must use the provided Quote Template (Attachment No. 3).

• Past Performance Questionnaires (PPQs) for up to five relevant contracts are required (Attachment No. 4).

• Evaluation will be based on trade-off procedures, with Past Performance being significantly more important than price.

• Award will be made to the responsible Offeror whose quote represents the best value to the Government.

• This acquisition is set-aside for Small Business concerns.

• The solicitation incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) is required prior to award for systems processing Federal contract information (FCI) or controlled unclassified information (CUI).

• Funds are not presently available; the Government reserves the right to cancel the solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive solid waste management services at the Rome Research / DFAS installation in Rome, New York, the Newport Research Facilities in Newport, New York, and the Stockbridge Research Facilities in Oneida, New York. Services must adhere to contract standards and all applicable local, state, and federal regulations.

• Integrated Solid Waste Management: Collection of refuse, recycling, and construction/demolition (C&D) debris using contractor-provided or government-approved containers. Services are based on schedules outlined in Appendices B, C, and D, with no changes permitted without Contracting Officer (CO) or Contracting Officer's Representative (COR) coordination.

• Container Servicing: Ensure no litter or debris remains within a 10-foot radius of serviced containers. Maintain collection areas free of solid waste and debris.

• Unscheduled C&D: Provide additional roll-off containers for C&D upon request, with placement within one business day or an agreed-upon timeframe.

• Inclement Weather: Continue services during inclement weather, with potential exceptions authorized by the CO or COR. Missed collections must be performed within 24 hours after weather termination.

• Disposal: Transport and dispose of solid waste at a licensed off-site disposal site and recyclable materials at an off-site recycling facility, in compliance with all regulations. The contractor is responsible for any associated permits and fees.

• Equipment Maintenance: Maintain all contractor-provided containers and vehicles to be free of odors, dirt, debris, and pests, and in good working condition. Off-site maintenance is required for containers removed for more than four hours.

• Records and Reports: Submit monthly reports detailing total tonnage of solid waste, C&D, and recyclables, including landfill tipping fees and weight tickets.

• Performance Objectives: Summarized in Section 2, including collecting solid waste per schedule, proper disposal, equipment maintenance, unscheduled collections, and monthly reporting.

• Performance Thresholds: Defined for each objective, with consequences for exceeding thresholds (e.g., warnings, progress meetings).

• Customer Complaints: Validated complaints must be re-performed. Exceeding thresholds may result in warnings or meetings.

• Periodic Progress Meetings: Regular meetings with the CO, COR, and other government personnel to discuss performance, contract modifications, and issues.

• Locations: Rome Research Site/DFAS, Newport Research Site, and Stockbridge Research Facilities.

• Work Hours: Normal duty hours are Monday-Friday, 0800-1600, excluding Federal Holidays. Weekend/holiday work requires advance approval.

• Environmental Requirements: Adhere to all applicable environmental codes and regulations. Maintain spill control material and report fuel spills immediately.

• Security: Comply with access control procedures, including REAL ID-compliant identification for entry. Photography and videography of RRS facilities are prohibited. No foreign national workers are allowed on the Rome Research Site.

• Safety: Comply with OSHA standards, federal, state, and local laws, and industry standards for worker safety. Maintain a written Safety Program and report any mishaps.

• Personnel: Equipment operators must possess appropriate licenses/certificates. All work must be performed by qualified, experienced personnel. A Contract Manager or alternate must be available during normal duty hours.
