Contract Details
This is an FFP IDIQ contract with a period of performance of one base year and four option years, totaling 60 months (July 1, 2026 - June 30, 2031), plus a six-month extension option. It is a Competitive 8(a) Set-Aside, open to qualifying 8(a) firms (the previous geographic restriction has been removed). Multiple Wage Determinations and Collective Bargaining Agreements (CBAs) are applicable across different locations, which bidders must review for labor cost estimation. Some locations require personnel to possess a Secret security clearance and facility clearances are necessary. Foreign nationals are not authorized for work at Dahlgren.
Submission & Evaluation
Proposals will be evaluated based on Technical and Management Approach, Corporate Experience, Safety, Past Performance, and Price, with award made to the Lowest-Priced, Technically Acceptable (LPTA) offer. Key personnel requirements include a Project Manager, Quality Manager, Site Safety and Health Officer, and On-Site Supervisor. Required submission forms include a Financial Questionnaire (Exhibit A), Corporate Experience (Exhibit B), Past Performance Questionnaire (Exhibit C), Key Personnel (Exhibit D), and Safety Data (Exhibit E).
