Reline Fire Water Storage Tank 558

Amendment / Modification

This amendment makes the following changes to the solicitation:

• Pit Welding and Pit Filling: Specifies that pitting at least 1/4 thickness of steel should be welded, and rough edges should be filled with a solventless epoxy seam sealer.

• Drawings CS-001 - Summary of Work Note 3:

  • Original note deleted regarding government responsibility for draining water, removing the cathodic protection system, and reinstalling these after painting.
  • New note added requiring the contractor to test the cathodic protection system before draining water and before removal. The test must comply with NACE SP0193-2016. Attachment 1 (Pumping Services_36142_Earle_R1) contains 2019 test results. If the system is not working, the contractor must inform the Government. The contractor must also test the system after the tank is put back on line and fix it if it's not working properly.

• Drawings CS-001 - Summary of Work Note 5: The Government will drain the tank, but the contractor must remove any remaining water due to low spots.

• Specification Section 01 11 00, Paragraph 1.2.1 Project Description - Note 3:

  • Original note deleted regarding government responsibility for draining water, removing the cathodic protection system, and reinstalling these after painting.
  • New note added requiring the contractor to test the cathodic protection system before draining water and before removal. The test must comply with NACE SP0193-2016. Statement of Work (SOW) / Performance Work Statement (PWS)

• Tank Status: The tank will not be in service during the performance of this contract. The Government will drain the tank, remove the Cathodic Protection System, and the water level float system. The Government will reinstall these systems and refill the tank after the work is completed.

• Security Clearance: Required for access to NWS Earle Pass & ID Office.

• Access: An Ordnance Area gate access card will be provided after contract award.

• Underground Utilities: Obtain digging permits and comply with installation requirements for locating and marking underground utilities. Contact local utility locating services at least 72 hours prior to excavation.

• NMCI Coordination: Allow NMCI contractor access for equipment and final connections.

• Salvage: No items are designated for salvage by the Government. A salvage plan is required for any material or equipment to be salvaged.

• Working Hours: Regular working hours are 8 1/2 hours per day, between 7 a.m. and 3:30 p.m., Monday through Friday, excluding Government holidays. Work outside regular hours requires Contracting Officer approval.

• Safety: Comply with EM 385-1-1 and other applicable safety regulations. Specific requirements for competent persons, safety personnel, and accident prevention plans are detailed.

• Environmental Controls: Comply with all federal, state, and local regulations pertaining to the environment, including waste management, stormwater pollution prevention, and hazardous materials handling.
