The scope includes disassembly, cleaning, inspection, maintenance, in-house core manufacture, re-assembly, testing, and finishing. The contractor must provide all necessary labor, facilities, equipment, and materials, adhering to applicable Technical Orders (TOs) and OEM specifications.
Key Requirements & Deliverables
The requirement is for the remanufacture of 80 F-16 Heat Exchangers (AIR-TO-AIR, PRIMARY AND SECONDARY), with inputs P/N 764967-5 and P/N 764967-7, and outputs P/N 764967-7. Deliveries are required at a rate of 8 units every 30 days to DLA DISTRIBUTION DEPOT OKLAHOMA, Tinker AFB. Special requirements include:
- Quality System: Establish and maintain a quality system, with Initial Production Evaluation (IPE) on three units per line item.
- Parts Control: Use Government-approved parts list; deviations require PCO approval.
- Supply Chain Risk Management (SCRM): Develop and implement a SCRM plan, including Continuity of Operations (COOP), Foreign Influence, and Cybersecurity measures.
- Cybersecurity: Implement supply chain protection and develop a system security plan and incident-handling capability plan, referencing NIST SP 800-161 and NIST SP 800-53.
- Surge Capability: Develop a plan to accommodate a 20% increase in demand.
