Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) Pacific Islands Fisheries Science Center (PIFSC) is soliciting proposals for the removal and recycling or disposal of five steel storage sheds and the repositioning of up to three Conex containers at the Inouye Regional Center (IRC) campus on Ford Island, Oahu, Hawaii. This is a Total Small Business Set-Aside. Proposals are due by June 19, 2026.
Scope of Work
This opportunity involves two main phases:
- Phase 1: Shed Removal: Extraction, loading, transport, and disposal/recycling of five existing government-owned steel storage sheds. The contractor assumes responsibility for the units upon securing them for transport and retains any scrap value. NOAA Form 37-50 must be signed for each item removed. Sheds vary in size and features, including former Hazmat/Chem-Stor units, some bolted, with specific power/A/C/solar components to be disconnected/removed by NOAA prior to contractor haul away.
- Phase 2: Container Repositioning: Onsite logistics to relocate up to three Conex/storage units to new locations on the IRC campus. Units must be placed on PIFSC-provided dunnage under corner castings.
Key Requirements
- Installation Access: Contractor personnel must possess pre-existing, valid, unescorted installation access to Joint Base Pearl Harbor-Hickam (JBPHH). NOAA will not provide sponsorship for DBIDS credentials or base passes.
- Site Restoration: Contractor is responsible for repairing any damage to existing asphalt, concrete, or utilities caused during removal or repositioning.
- Coordination: "Wide Load" notifications with Base Security are required at least 72 hours in advance for shed transport. A thorough site investigation is mandatory prior to mobilization. Site work/visits will be scheduled in advance.
