Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the removal of five specific steel storage sheds from the NOAA Inouye Regional Center on Ford Island, Pearl Harbor.

• Removal of five government-owned steel storage sheds.

• Sheds are described with dimensions, construction details, and specific features.

• NOAA will perform certain disarming and disconnection tasks prior to contractor haul away (e.g., fire suppression systems, power, bolted nuts, A/C units, solar panels, sink basin).

• The contractor is responsible for the physical removal of the sheds.

• A new 20ft Conex will be moved into the footprint of sheds #3 and #4 after their removal as part of a subsequent phase.

• #1: Former Hazmat shed, 16'1" X 9'3" X 8'8", not bolted, not powered.

• #2: Former Hazmat shed (Chem-Stor), 14'6" X 8'6" X 9’, bolted, 240v power to be disconnected.

• #3: Former Hazmat shed (Chem-Stor), 16'6" X 9'6" X 9’, bolted, 4-hour fire rated, 240v power to be disconnected, A/C to be removed by NOAA.

• #4: Former Hazmat shed (Chem-Stor), 16'6" X 9'6" X 9’, bolted, 4-hour fire rated, 240v power to be disconnected, solar panels to be removed by NOAA.

• #5: 10ft Conex, 10" X 8’ X 8’6”, includes electrical package and counter tops with sink basin.

• Location: NOAA Inouye Regional Center, Ford Island, Pearl Harbor.

• Contractor must coordinate with NOAA regarding pre-haul away preparations.

• Understanding the specific details of each shed (bolting, power, fire suppression) is crucial for planning removal.

Statement of Work (SOW) / Performance Work Statement (PWS)

The National Oceanic and Atmospheric Administration (NOAA) Pacific Islands Fisheries Science Center (PIFSC) requires the removal and disposal/recycling of five steel storage sheds and the repositioning of up to three Conex containers at the Inouye Regional Center (IRC) campus on Ford Island, Oahu, Hawaii.

• Phase 1: Shed Removal: Extraction, loading, transport, and disposal/recycling of five existing steel storage sheds. The contractor assumes responsibility for the units upon securing them for transport and retains any scrap value. NOAA Form 37-50 must be signed for each item removed.

• Phase 2: Container Repositioning: Onsite logistics to relocate up to three Conex/storage units to new locations on the IRC campus. Units must be placed on PIFSC-provided dunnage under corner castings to maintain structural integrity.

• Overall: 4 months from date of order.

• Expected Completion: Within 30 calendar days of notice to proceed.

• Installation Access: Contractor personnel must possess pre-existing, valid, unescorted installation access to Joint Base Pearl Harbor-Hickam (JBPHH). NOAA will not provide sponsorship for DBIDS credentials or base passes.

• Site Restoration: Contractor is responsible for repairing any damage to existing asphalt, concrete, or utilities caused during removal or repositioning.

• Oversize Loads: Contractor must coordinate "Wide Load" notifications with Base Security at least 72 hours in advance for shed transport.

• Site Investigation: A thorough site investigation is required prior to mobilization.

• Scheduling: Site work/visits will be scheduled in advance to minimize impact on operations.

• Personnel Conduct: Contractor personnel must conduct themselves professionally and wear appropriate clothing.

• All designated units removed from the property.

• Remaining units positioned at new locations identified by PIFSC.

This amendment (0001) to solicitation 1333MF2600047, effective 06/08/2026, makes the following changes:
