• Key Tasks: Removal of existing metal panels, installation of new metal roof panels, new moisture barrier, 4-inch downspouts, drip edging, z-bar flashing, and flashing at penetrations. Reinstallation of lightning rods with galvanic insulating pads and modification of existing Building Lightning Protection Systems to comply with NFPA Code. Panels must be factory-fabricated or onsite-fabricated and painted green.
• Performance Standards: The new roof must meet stringent standards including UL 263 (Fire Resistant), UL2218 Class 5 (Hail Resistant), ASTM E1592 Class 90/157 mph (Wind), ASTM E-1680 (Air Penetration Approved), and ASTM E-1646 (Water Infiltration Approved). Minimum 1.5-inch seam height, 24-gage panel thickness, and maximum 16-inch seam spacing are required.
• Operational Impact: All work must be conducted without affecting the operational mission of the 24-hour manned WFO.

Contract Details

• Contract Type: Firm-Fixed-Price (FFP).
• Period of Performance: Work must commence within one business day of award. On-site work is to be completed within seven calendar days of receiving all necessary parts and equipment. The entire project must be completed no later than 60 days from the Date of Award, with earlier completion highly desired.
• Place of Performance: National Weather Service (NWS) Weather Forecast Office (WFO), 421 Croton Road, Melbourne, Florida 32935.
• Set-Aside: This acquisition is set-aside exclusively for small business concerns. The applicable NAICS code is 238160 (Roofing Contractors) with a $19.0M size standard.

Submission & Evaluation

• Submission Deadline: Quotes must be submitted electronically via email to kerri.coffey@noaa.gov by Friday, May 29, 2026, no later than 10:00 am MDT.
• Required Submissions: Quotes must include signed SF 18 and SF 30(s), the Quoter's Unique Entity ID/CAGE Code, and detailed responses addressing the technical approach, experience, and price requirements. Attachment 5, a certification regarding asbestos-containing materials, must also be completed and returned.
• Evaluation Factors: Technical Approach, Experience, and Price. Technical Approach and Experience are considered equally important and, when combined, are more important than Price.
• Experience Requirements: Bidders must demonstrate a minimum of five (5) years of experience in removing and installing metal roofs. Manufacturer's authorization to install and warranty eligibility documentation are also required.
• Site Visit: A site visit is strongly recommended for bidders to assess the scope of work, though it is not mandatory.

Special Requirements & Notes

• Compliance: Contractors must adhere to manufacturer's specifications, federal, state, and local laws (including OSHA, EPA, NEC, NFPA), building codes, and industry best practices. The Davis-Bacon Act applies, requiring compliance with prevailing wage rates for Brevard County, FL.
• Contractor Responsibilities: The contractor is responsible for providing all supervision, labor, tools, materials, and equipment. This includes disposal of construction debris, site cleanup, and obtaining all necessary licenses, permits, and fees.
• Warranties: A workmanship/labor warranty of at least two (2) years covering water penetration, and a twenty (20)-year manufacturer's material and labor warranty for watertightness are mandatory.
