Required Submission Documents

Offerors must submit three volumes:

  • Volume I: Technical Proposal: A narrative demonstrating technical approach, affirming compliance with FAR 52.219-14 (Limitations on Subcontracting), certifying EPA Section 608 certified technicians for refrigerant removal, confirming use of specified brand-name items (Bosch, Johnsonite, Benjamin Moore) or requesting approval for equals, and committing to SOW Section 7 security and training timelines (AT Level I, I WATCH, OPSEC).
  • Volume II: Price Proposal: Detailed Contractor Cost Breakdown (Attachment 0003) including labor (compliant with Davis-Bacon Wage Determination, Attachment 0002), materials, equipment, overhead, G&A, and profit. Also, a signed SF 1442 with CLIN pricing.
  • Volume III: Administrative Documents: A Bid Guarantee (scan of bid bond) in the amount of 20% of the bid price or $3,000,000 (whichever is less), and proof of active SAM registration with no active exclusions.

Bonding & Registration

  • Bid Guarantee: Required with your quote per FAR 52.228-1. Failure to provide will deem the quote non-compliant.
  • Performance & Payment Bonds: If the award exceeds $150,000, the successful awardee must furnish 100% Performance (SF 25) and Payment (SF 25A) Bonds within 10 calendar days of award. For awards between $35,000 and $150,000, Alternative Payment Protections are required.
  • SAM Registration: Offerors must be registered and active in SAM (https://www.sam.gov/) to be eligible for award.
