Purpose & Scope
INL, in cooperation with the Government of Costa Rica, is seeking information on firms capable of providing technical assistance and construction services for the remodeling of the JOC Base 2. The contractor's role would involve delivering a complete and fully functioning facility, including final as-built drawings, Bill of Materials, schedules, manpower, and cost estimates.
The potential scope of work includes:
- Demolition: Removal of existing concrete slabs and ceilings, debris disposal.
- Interior Works: Construction of flooring trenches, installation of modular carpet flooring, suspended ceilings (60x60 cm, black panels), wall finishes, and PVC skirting.
- Systems Installation: Supply and installation of security and fire alarm systems (including biometric/facial recognition access, PoE connections), screen mounting structures, and comprehensive electrical and telecommunications systems (conduit, cabling, connections, additional service).
- Technical Specifications: Adherence to detailed technical requirements for preliminary works, main structure, and electrical systems, including specific materials and codes (NEC, RTCR 458-2011).
Response Requirements
Interested parties should submit written information demonstrating their ability to fulfill technical, delivery, and support requirements. Submissions must include:

- Relevant Construction Project Experience (4-page limit): Document experience within the last five years in construction similar to the described project in Costa Rica, including working conditions (e.g., seismic activity). Offerors must possess and submit copies of Costa Rican licenses to operate legally. Experience in coordinating with host nation governments and importing materials/equipment is also required.
- Capabilities (6-page limit): Ability to provide design, engineering, manpower, and materials; import resources; and declare intent as a primary contractor, joint venture, or partnership, specifying subcontractor work percentage if applicable.
Potential Contract Details
