This solicitation is for the rental of a prime rated generator and associated transfer switch for the San Bernardino National Forest Supervisors Office. The main electrical power has been shut down since November 2025 and is expected to be out for several months. The rental is needed for continuous operation until the replacement of the main electrical outdoor switch gear is complete.

• Installation of either a manual or automatic transfer switch (only one will be awarded).

• Anticipated award of a firm-fixed price contract.

• Offerors must submit pricing for all items, except the optional one, to be considered responsive.

• Quotes will be evaluated based on the lowest price technically acceptable criteria.

• Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to meet requirements and demonstrate understanding.

• Offerors must provide a detailed explanation of their ability to perform the services, including how they will accomplish SOW requirements.

• Offerors must have licensed Electrician(s) in the State of California.

• Any exceptions to SOW requirements must be explained in detail; exceptions may lead to a technically unacceptable rating.

• Past Performance will be evaluated as acceptable or neutral.

• Offerors must hold prices firm for 90 calendar days from the offer due date.

Statement of Work (SOW)

To provide a prime-rated generator and transfer switch for continuous temporary power to the San Bernardino National Forest Supervisor's Office. This is needed because the main electrical power has been shut down since November 2025 and the existing standby generator is not suitable for continuous operation. The rental is expected to last several months until the main electrical outdoor switch gear is replaced.

• Provide one (1) 300KW, 277/480V-4160V or suitable output prime generator.

• Generator must be trailer-mounted with an outdoor enclosure, block heater, battery charging circuit, and diesel fuel capacity for a minimum of 48 hours of run time at full continuous base load.

• The generator will alternate with the Government-owned standby generator for maintenance or if the prime generator fails. No synchronization is needed.

• Contractor must provide 24-hour support for the generator, including scheduled maintenance, material, and labor, covered by the monthly rental price.

• Work includes connecting electrical materials, cables, gas lines, shut-off valves, and regulators, with proper pipe sizing and leak testing.

• Contractor is responsible for acquiring necessary permits, including Local Air District Permits (South Coast AQMD), CARB PERP registration, and Local Building/Electrical Permits.

• Contractor shall inspect the site and electrical diagrams to verify field conditions.

• All electrical work must follow NEC, NFPA 70E, Cal/OSHA, NFPA 110, and CARB guidelines.

• Electrical installation must be performed by a licensed professional, verifying transformer capacity, technical compatibility, and electrical protection.

• Emergency service calls require the contractor to be on-site within 4 hours.

• Preventative maintenance must be performed in accordance with manufacturer recommendations and coordinated with the SBNF SO Facilities Office.

• For equipment breakdown beyond minor repairs, the contractor must provide a replacement unit of the same type and capacity at no additional cost.

• The rental period begins when the office is running successfully on the prime generator. Any downtime not due to the Government will extend the rental period.

• Delivery and inspection during regular Government working hours (07:00-15:30) or as coordinated.

• Generator must have copies of maintenance records, last load bank test, operating instructions, a visible unit number, and Point of Contact (POC) information posted on the unit.

• Emergency calls must be reported to the Contracting Officer (CO), Contracting Officer Representative (COR), and local POC via email.

• Deliverables include an emergency response plan, due seven days after contract award.

• Government is not responsible for equipment damage.

• Contractor's Key Personnel and Data Rights are not applicable.

• Section 508 - Electronic and Information Technology Standards are not applicable.

Questions & Answers / Clarifications

This document provides answers to pertinent questions and clarifications regarding the original solicitation for a project involving a temporary generator setup and the existing 4160V switchboard.

• Temporary Setup Approach: The approach to bypass the existing 4160V switchboard area for demolition and replacement, while maintaining temporary building feed, is confirmed as the preferred method.
• Generator and ATS Cable Run: The cable run from the rental generator and ATS to the basement substation room is approximately 500' and appears to be the only feasible route.
• Invoicing: Invoices will be accepted in 30-day increments.
• Permitting: The contractor is solely responsible for obtaining all permits (including AQMD, CARB PERP, and local building/electrical permits), associated costs, and approvals. The Government will not provide assistance or coordination with permitting agencies. There are no known permitting constraints or pre-approved conditions for the site.
• Installation and Tie-in Responsibilities:
  • The Government COR or Local POC will coordinate with building occupants and facility personnel.
  • The contractor is responsible for coordinating scheduled outages and after-hours/weekend work with the COR or Local POC.
  • There are no restrictions on allowable outage durations, provided the contractor coordinates with the COR or Local POC and mitigates any disruption, as the facility requires 24/7 power.
• Tie-in Point: The tie-in for prime power is proposed at the 480V side of the outside step-up transformer. This approach would take the 4160V output of the transformer and connect it directly to the 4160V cable entering the building, temporarily bypassing the outside 4160V switchboard gear.
