Quick Summary

The USDA Forest Service is soliciting quotations for the rental of a prime-rated generator for the San Bernardino National Forest Supervisor's Office (SBNF SO) in San Bernardino, CA. This Total Small Business Set-Aside opportunity seeks to provide continuous temporary power due to a prolonged main electrical power shutdown. Quotations are due June 27, 2026.

Opportunity Overview

This combined synopsis/solicitation (RFQ 127EAU26Q0062) is for the rental and installation of a prime-rated generator and associated transfer switch. The SBNF SO has been without main electrical power since November 2025, and the existing standby generator is not suitable for continuous operation. The rental is estimated to last several months until the main electrical outdoor switch gear is replaced by a separate contractor. This acquisition was previously solicited under 127EAU26Q0047 with no award made.

Scope of Work

The contractor shall:

  • Provide and install one (1) 300KW, 277/480V-4160V or suitable output prime generator, trailer-mounted with an outdoor enclosure, block heater, battery charging circuit, and 48-hour diesel fuel capacity.
  • Provide either a manual or automatic transfer switch.
  • Offer 24-hour support, including scheduled monthly maintenance, materials, labor, and emergency call services with a 4-hour on-site response time.
  • Connect all necessary electrical materials, cables, gas lines, shut-off valves, and regulators.
  • Be solely responsible for acquiring all required permits, including Local Air District Permits (South Coast AQMD), CARB PERP registration, and Local Building/Electrical Permits.
  • Ensure all electrical work is performed by licensed Electrician(s) in the State of California, adhering to NEC, NFPA 70E, Cal/OSHA, NFPA 110, and CARB guidelines.
  • The tie-in point for prime power is proposed at the 480V side of the outside step-up transformer, bypassing the existing 4160V switchboard.
  • Submit an emergency response plan within seven days of contract award.
