• Basis for Award: Lowest Price.

• Offers must be submitted on all line items; failure to do so may result in rejection.

• Evaluation of options will be conducted by adding the price for ELINs 0001 through 0012 for award purposes.

• The solicitation is directed to a specific list of contractors provided on page 1.

• RFIs cut-off date: July 2, 2026, by 2:00 PM EST.

• Funding may not become available; no award will be made if funds are not available. Offerors will not be reimbursed for any effort or proposal costs.

• Bid bonds are required for proposals of $150K and greater (20% of proposal amount). No bonds are required for proposals less than $35K. Payment bonds are required for proposals $35K and greater. Performance bonds are required for proposals $150K and greater.

• Wage determinations and Executive Orders regarding paid sick leave and minimum wage are included.

• Buy American Requirement-Construction Materials Under Trade Agreements applies.
