Justification for Other Than Full and Open Competition

This document justifies the procurement of commercial products and services at or below the Simplified Acquisition Threshold (SAT) using FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The procurement is for initial repair of two (2) ELEVATOR LH parts (P/N 35-32000-0007, NSN 1560-01-HS2-5751) for HC-144 aircraft. These parts will be placed in the ALC Ready-For-Issue Inventory for future requirements and installation on a USCG Aircraft.

• Only One Source is Available: The justification is based on the fact that the parts are peculiar to one manufacturer, and market research indicates that similar products from other companies do not meet the agency's needs or cannot be modified to do so.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW establishes services for the OEM repair facility, ADSMA, to inspect, repair, and restore the HC-144 LH Elevator (P/N 35-32000-0007) to an airworthy condition. This is due to consistent findings of corrosion and fatigue damage on HC-144 Elevator control surfaces during scheduled PDM inspections, which require significant effort and disassembly for internal rib repair. The USCG lacks the internal capacity for these repairs, and organic repair is deemed Beyond Economic Repair (BER).

• Perform a complete inspection and necessary repairs according to the AIRBUS CN-235 Aircraft Structural Repair Manual.

• Include applicable Rib Replacement per SB235-55-0009 and Elevator Reinforcement per SB-235-55-0011M.

• Provide facilities, manpower, tooling, special equipment, hardware, hazmat, and materials for removal/replacement of affected parts.

• If additional damage or corrosion is discovered, ADSMA shall contact the provided Points of Contact (POCs).

• Provide a detailed list of any additional damage and repair requirements.

• Include additional protections cited in "Marinization" Drawing 35-94453-00.

• Complete and document specific mid-life inspections on the AIRBUS Work Card IAW AIRBUS TEA-3-DT-180072 for the LH Elevator and Elevator tabs, including NDI deposition reports.

• Apply primer protections IAW CN235-23-2, Table 2-5 and Section 2.8.

• Document all bonding jumper tests on the Work Card IAW AMM Chapter 20-28-00.

• Preserve all cavities and internal structure IAW CN-235 Corrosion Control Manual.

• Install all bonding jumpers/wires IAW USCG publication MPC 200001.0.

• A detailed proposal including estimated cost (broken down by engineering, labor, materials), estimated completion time, description of the repair process, expected level of disassembly, special tooling/support equipment, and hardware/hazmat requirements.

• Detailed drawings and diagrams of the work performed.

• A cost breakdown of engineering, labor, and materials to complete the request.

• Documented bonding jumper tests.

• Completed repair work documented via FAA 8130-3 or COC, including copies of relevant NDI deposition reports.

• Vendor Requirements: Vendors, except the OEM or Production Approval Holder (PAH), repairing/overhauling/modifying Coast Guard aircraft components must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility. Vendors must meet capability requirements as determined by Coast Guard Engineers or Equipment Specialists.

• Delivery/Lead Time: Delivery to Elizabeth City, NC, is required within ninety (90) days after receipt of order (ARO). Early and/or partial deliveries are desired and will be accepted.
