Scope of Work
The contractor will provide all labor, equipment, and materials for comprehensive flooring repair and replacement. This includes the demolition of existing baseboards, subfloor preparation, and the installation of new Government-specified Luxury Vinyl Plank (LVP) flooring, vinyl wall base, transition strips, and thresholds. Work will be performed in student pilot housing units (Buildings 9200 to 9220) at Laughlin AFB, Texas. Ancillary tasks include removing and recaulking areas around toilets/bathtubs and providing touch-up paint. Compliance with UFGS 09 65 00 Resilient Flooring, UFGS 09 90 00 Paints and Coatings, and Laughlin AFB Installation Facilities Standards is required. Offerors must be aware of the presence of Lead-Based Paint (LBP) and Asbestos Containing Materials (ACM) in housing units, requiring certified personnel for demolition or major construction.
Contract Details
This will be a single-award FFP IDIQ contract. The Base Ordering Period runs from contract award until September 30, 2026, with an Option Ordering Period 1 from October 1, 2026, to September 30, 2027, for a total duration not exceeding 24 months. Funding is not currently available for the entire effort, and award is contingent upon fund availability.
Submission & Evaluation
This is a Request for Quotation (RFQ). Quotes must be submitted electronically via email and formatted into three volumes: Price Quote, Technical Capability Quote, and Past Performance. Evaluation factors are Price (most important), Technical, and Past Performance. A pre-quote site visit is scheduled for May 21, 2026. Attendees must be U.S. citizens and obtain base access.
