The 628th Contracting Squadron is seeking capabilities packages from potential sources for planning purposes for the Repair Naval Reserve Training Facility B3370 at Joint Base Charleston, South Carolina. The project involves the renovation of the facility to address mold growth and HVAC issues.

• Replacement of HVAC equipment, including new rooftop units (RTUs) and supporting electrical equipment.

• Design of a new HVAC system to address high humidity and eliminate mold growth.

• Removal of mold and water-damaged areas, restoration of finishes (e.g., repainting, replacing ceiling tiles).

• Repair of a plumbing sewer line.

• Cybersecurity requirements for the renovation.

• Dollar magnitude is estimated between $1,000,000.00 and $5,000,000.00.

• This is a Sources Sought notice, not a solicitation. Interested contractors should submit a capabilities package.

• Capabilities packages are due no later than April 1, 2026, 12:00 PM EST.

• Required information includes: socio-economic status qualification, statement of intent to propose, UEI Number and Cage Code, evidence of recent similar experience (within 5 years, including contract numbers, project titles, dollar amounts, self-performed work percentage, and customer POCs), and evidence of bonding capability ($25,000,000 minimum).

• The government may issue the solicitation as unrestricted if adequate interest from small businesses is not received.

• Successful contractors will be selected using tradeoff procedures, aiming for Best Value.

• Interested firms should indicate their size relative to the NAICS size standard and their socio-economic status (8(a), SDVOSB, HUBZone, EDWOSB, WOSB, Small Business, or Other than Small Business).

• If responses from qualified firms in relevant socio-economic categories are received, the requirement may be set aside.

• Evaluation will use tradeoff procedures resulting in the Best Value to the Government.
