Submission & Evaluation
Interested prime contractors should submit a capabilities package. Required information includes:
- Socio-economic status (e.g., 8(a), SDVOSB, HUBZone, WOSB, Small Business).
- Statement of intent to propose.
- UEI Number and CAGE Code.
- Evidence of recent similar experience within the last five years (including contract numbers, project titles, dollar amounts, self-performed work percentage, and customer points of contact).
- Evidence of bonding capability (minimum $25,000,000). This is for planning purposes; no award will be made under this notice. Evaluation will use tradeoff procedures for Best Value to the Government.
Eligibility / Set-Aside
The requirement may be set aside if adequate interest from qualified firms in relevant socio-economic categories is received. If set aside, FAR 52.219-14 Limitations on Subcontracting will apply, requiring at least 15% of the contract performance by the company's own employees (excluding materials). Contractors must be registered in SAM to be eligible for an award and must not have delinquent tax liability or felony convictions within the preceding 24 months.
