Quick Summary

The Department of the Air Force is conducting a Sources Sought for market research to identify qualified small businesses for roof repair and replacement services on three historic hangar buildings (B11525, B10571, and B11551) at Joint Base Elmendorf-Richardson (JBER), Alaska. This is not a solicitation, but for informational and planning purposes only. Capability statements are due April 10, 2026.

Scope of Work

The requirement encompasses three distinct projects, all involving comprehensive roof repair and replacement:

  • FXSB 26-6837 (Building 11525): Repair/replace the roof of a 113,000 SF historic hangar. This includes removing existing built-up roof (BUR) and installing new 3-ply SBS-Modified BUR on the barrel section and 90-mil Ethylene Propylene Diene Monomer (EPDM) on low roof sections. Ancillary work involves replacing drains, flashings, parapet walls, and re-installing a staircase.
  • FXSB 26-6670 (Building 10571): A Design-Build project to repair/replace the roof of a 68,986 SF historic hangar. This involves removing existing BUR and installing new 3-ply SBS-Modified BUR on the barrel section and 90-mil EPDM on three lean-to sections. Specific phasing requires the North lean-to roof to be completed first. Existing HVAC equipment and roof access hatches will be removed and re-installed.
  • FXSB 26-7337 (Building 11551): The scope for this building is still being generated but is anticipated to be similar in magnitude and nature to the other two requirements.

For all projects, the contractor will be responsible for furnishing all design, parts, labor, equipment, supplies, materials, and transportation, performing all work in strict accordance with the scope of work and drawings. All buildings are historic properties located within an active airfield, necessitating strict adherence to security, safety, and coordination protocols, including coordination with the Biannual Arctic Thunder Open House (ATOH) in August 2026.
