• Repair/replace the roof on a 68,986 SF, one-story, historic building.
• Involves removing existing BUR from a barrel roof section and three low slope lean-to sections.
• Replacement includes a new 3-ply SBS-Modified BUR assembly on the barrel section and new 90-mil EPDM assemblies on the lean-to sections.
• All roofing assemblies shall be fully adhered.
• Requires replacement of drains, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings, and trim.
• Phasing plan requires the North lower lean-to roof to be completed first, with work proceeding outward.

Requirement 3 (FXSB 26-7337 - Building B11551):

• The requirement package is still being generated, but the magnitude and scope are similar to the other two requirements.

• Contractor shall furnish all design, parts, labor, equipment, supplies, materials, appliances, transportation, and perform all work in accordance with the scope of work, drawings, and contract terms.

• Interested parties are requested to submit a capability statement.

• Capability statements must include: Company Name, Point of Contact, UEI/CAGE Code, Small Business status, brief descriptions of similar recent projects, and teaming agreement details if applicable.

Statement of Work (SOW)

This Statement of Work outlines the requirements for repairing and replacing the roof of Building 11525 at Joint Base Elmendorf-Richardson (JBER), Alaska.

• Project Location: Building 11525, JBER, AK.

• Building Description: A one-story, 113,000 sq ft historic building constructed in the early 1940s.

• Roof Components: The project involves the high barrel roof section and two low roof sections.

• Demolition: Removal of existing built-up roof (BUR) from the barrel roof section and the east side low roof section down to the existing decking.

• Replacement (Barrel Roof): Installation of a new 3-ply SBS-Modified BUR roof assembly with granular cap sheet.

• Replacement (Low Roof): Installation of a new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assembly.

• Design must comply with UFC3-110-03, UFC3-101-01, UFC 3-600-01, and other applicable codes.

• Materials must be installed according to manufacturer's recommendations and technical provisions.

• Project hours are standard work hours.

• Construction is within an active airfield.

• Downtime/Outages: Contractor must request approval at least 21 workdays in advance.

• Life Safety: Protection of users and occupants from falling debris is critical.

• Security Access: Project is within a controlled airfield area requiring security briefings and potentially restricted area badges or escorts.

• Notable Event: Project schedule must be coordinated with Airfield Management due to the Biannual Arctic Thunder Open House (ATOH) on August 8-9th, 2026.

• Airfield Operations: Construction must not interrupt airfield operations. Requires coordination with Airfield Management, submission of a Temporary Airfield Construction Waiver, and an Airfield Construction Safety & Phasing Plan (CSPP).

• Personnel Requirements: Airfield driving course required for personnel; radio communication capability needed. Adherence to ramp freezes, stop-work, and evacuation notices.

• Snow Removal: Contractor may be required to facilitate snow removal within project extents.

• Crane Use: Coordination with 673rd CES/CENM and Airfield Management required, with 72-hour notification for crane activities affecting building heights. Crane booms must be fully retracted and lowered.

• Deliverables: Contractor shall provide construction drawings for government review and approval, including demolition plan, proposed roofing assembly, and design details. Product data, certificates of compliance, warranty, and product samples are required prior to procurement.

• Existing Drawings: As-built drawings will be provided, but field verification is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the repair and replacement of the existing roof on Building 10571 (B10571) at Joint Base Elmendorf-Richardson (JBER), Alaska. The project is a Design-Build (D-B) contract.

• Demolish and remove the existing Built-Up Roof (BUR) from the barrel center section and three lower roof lean-to sections down to the structural decking.

• Install a new 3-ply SBS-Modified BUR roof assembly with a granular cap sheet on the barrel roof section.

• Replace the three lower roof lean-to sections with new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assemblies.

• Replace existing roof drains, drain piping, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings, and trim with new.

• Demolish and replace existing parapet walls with new pressure-treated materials.

• The new roofing system must be warranted by the manufacturer for 25 years against defects and to remain leak-free, covering labor and material costs.

• The roofing system must meet local Municipality of Anchorage (MOA) snow and wind load requirements.

• The warranty must not exclude limitations for improper installation, environmental contaminants, or ponding water.

• Project Location: Building 10571 (B10571) on the Elmendorf side of Joint Base Elmendorf-Richardson (JBER), Alaska.

• Specific Requirement: No work shall occur on or leading up to the week of the Biennial Arctic Thunder Open House (ATOH) on August 8-9th, 2026 (August 2nd - 9th).

• Design-Build: The project requires 65%, 95%, and 100% design packages, including layout drawings, specifications, and design analysis.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for repairing and replacing the roof of Building 11525, a one-story, 113,000 sq ft historic property at Joint Base Elmendorf-Richardson (JBER), Alaska.

• Demolition: Remove existing built-up roof (BUR) from the barrel roof section and the east side low roof section down to the existing decking. This includes removing existing roof drains, drain pans, cant strips, vapor barrier, and walking pads.

• Barrel Roof Replacement: Install a new 3-ply SBS-Modified BUR roof assembly with a granular cap sheet. This includes new 24-gauge steel coping, cant strips, and walking pads.

• Low Roof Replacement: Install a new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assembly. This includes underlayment, vapor barrier, 3" thick rigid EPS insulation (with specific slopes for main areas and roof drain sumps), 1/2" gypsum board overlayment, and new 24-gauge stainless steel coping. New walking pads are also required near access doors and comm equipment.

• Drainage: Remove and replace existing roof drains and drain piping. Install new 12" cast iron dome roof drains with galvanized CI bodies for both barrel and low roof sections.

• Parapet Walls: Remove and replace existing parapet walls with new pressure-treated materials.

• Staircase: Remove and reinstall a staircase located over the barrel roof.

• Exterior Display: Provide and install a photoengraved aluminum card with specific building and project information.

• Design must meet Municipality of Anchorage (MOA) snow and wind load requirements.

• Crane Use: Coordinate crane use with 673rd CES/CENM and Airfield Management, requiring 72-hour notification for activities extending above building heights. Crane booms must be retracted and lowered.
