Scope of Work
The contractor shall provide all qualified personnel, labor, transportation, tools, equipment, materials, and services to repair and replace traffic light controls and cameras at the intersections of Arnold Drive at Cannon West and Arnold Drive at Cannon East on Little Rock AFB. Key requirements include:
- Removing existing 4-camera systems and installing new, fully operational Currux System or equivalent.
- Ensuring the new system can detect and actuate based on vehicle class (buses, heavy trucks, cars), pedestrians, and bikes.
- Furnishing all necessary parts and materials, including wiring, connectors, brackets, and ground rods.
- Providing training to CE personnel on system programming, use, repair, and maintenance.
- Adhering to all Federal, State, and local regulations, codes, and the Manual on Uniform Traffic Control Devices (MUTCD).
- Completing all work within 30 days of material arrival.
- Providing an estimated material delivery date within 10 days of contract award.

Submission Requirements
Offerors must submit proposals by the deadline, including prices on the FA446026Q0383 Combo document. Submissions must include the solicitation number, offeror information, technical description, warranty terms, price breakdown, "remit to" address, and current SAM.gov registration details (including Cage Code). Amendments must be acknowledged. For "equal" products, offerors must clearly identify the brand, make, model, and provide descriptive literature and any modifications for Contracting Officer approval. Offers must remain firm for 60 calendar days.
Evaluation Factors
Award will be made to the offeror representing the best value to the Government, based on an evaluation of Price and Technical Evaluation/Capability, which are considered equal in importance. Technical evaluation will assess whether offers meet specified requirements and salient characteristics. The Government reserves the right to deem quotes unresponsive for incomplete, unreasonable, or unbalanced pricing.
Special Requirements
A 12-month warranty on all material, workmanship, and labor from the date of acceptance is required. Contractors must establish and maintain a counterfeit electronic part detection and avoidance system. Personnel accessing Little Rock AFB must possess a REAL ID or US Government Passport; non-US citizens require a pass that can take up to 30 days to process. Compliance with Operations Security (OPSEC) and safety regulations is mandatory.
