Amendment / Modification

• Addendum to FAR 52.212-1, Instructions to Offerors: This section provides detailed instructions for submitting offers. Key points include:

  • The Government will award to the offeror most advantageous based on price and other factors.
  • Evaluation will consider Price and Technical Evaluation/Capability.
  • Price and technical evaluation/capability are considered equal in importance.
  • Offers will be ranked by price first. The Government may deem quotes unresponsive for incomplete, unreasonable, or unbalanced pricing.
  • Technical evaluation will assess if offers meet specifications and requirements (Salient Characteristics). "Acceptable" means meeting requirements; "Unacceptable" means not meeting requirements.
  • The Government will evaluate "equal" products based on furnished information.
  • Technical evaluation will continue until at least three offerors are determined "Acceptable," or all offers if fewer than three are acceptable.
  • Award will be made to the offeror representing the best value after evaluation of price and technical capability.
  • The Government reserves the right to communicate with offerors, not select a contractor, or accept part of an offer.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for qualified personnel, labor, transportation, tools, equipment, materials, and services to repair and replace traffic light controls and cameras at two intersections on Little Rock AFB, AR: Arnold Drive at Cannon East and Arnold Drive at Cannon West. The goal is to ensure fully operational traffic signals with camera control at each intersection.

• Replace/repair traffic light controls and cameras at Arnold Drive/Cannon East and Arnold Drive/Cannon West intersections.

• Work must adhere to Federal, State, and local regulations, and the Manual on Uniform Traffic Control Devices (MUTCD).

• All work must be completed within 30 days of material arrival.

• Contractor must provide an estimated delivery date of material within 10 days of contract award.

• Contractor is responsible for furnishing all necessary parts and materials, including wiring, connectors, brackets, and ground rods.

• Remove existing 4-camera systems and install new, fully operational Currux System or equivalent.

• Ensure all components are grounded and prepared for various weather conditions.

• Ability to detect and actuate based on vehicle class, buses, heavy trucks, cars, pedestrians, and bikes.

• Provide training to government personnel on system programming, use, repair, and maintenance.

• Systems must be fully functional and accurately read traffic.

• Work must be completed within 30 days of material arrival.

• Estimated delivery date of material required within 10 days of contract award.

• Contractor shall establish and maintain a counterfeit electronic part detection and avoidance system.

• All work shall be verified by a government representative.

• The work will be performed at the intersections of Arnold Drive at Cannon East and Arnold Drive at Cannon West on Little Rock AFB, AR 72099.

• The PWS does not specify a contract period of performance, but work completion is tied to material arrival.

• Contractor must furnish all materials and parts.

• Warranty: A 12-month warranty on all material, workmanship, and labor from the date of acceptance is required. A warranty letter detailing work accomplished is required upon acceptance.
