This is a combined synopsis/solicitation (Request for Quote - RFQ) for the replacement of electrical gate operators and the provision of preventive maintenance services. The acquisition is a 100% total small business set-aside.

• Replacement of four (4) Vehicular Barrier Arm Gate Operators, two (2) Sliding Gate Operators, and seven (7) Swing Gate Operators.

• Includes labor, materials, equipment, programming, testing, commissioning, training, warranty support, mobilization, traffic control, and incidentals for a complete and operational system.

• 12 months of full maintenance for the base year, including routine preventive maintenance, adjustments, parts, and supplies.

• Preventive maintenance, inspection, and on-call repair services for gate operators during option years.

• Equipment must be suitable for coastal, high-humidity, high-salinity, and high-wind environments.

• Compliance with UL 325, UL 991, and other applicable standards.

• Contract Type: Firm-fixed price commercial contract.

• Period of Performance: Base year is 07/01/2026 to 12/31/2026. Option years extend through 12/31/2030.

• Delivery: 12/31/2027.

• Anticipated Award Date: On or before 06/29/2026.

• Effective Date: 07/01/2026.

• Closing Response Date/Time: June 17, 2026, at 5:00 PM Eastern Time (ET).

• Quotes must be submitted electronically via email.

• Questions regarding the solicitation accepted in writing until June 10, 2026, at 5:00 PM ET.

• Evaluation Factors: Technical Approach and Implementation Plan (Most Important), Relevant Experience and Past Performance, Maintenance and Service Capability, and Price.

• Award will be made to the offeror providing the best value to the government.

• Offerors must be registered in the System for Award Management (SAM) and qualify as a small business for the associated size standard.

• Offerors must obtain a Unique Entity Identifier (UEI).

• A site visit is scheduled for Tuesday, June 9, 2026, at 7:00 AM ET at Castillo San Felipe del Morro.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace all vehicular gate systems, including gate assemblies and gate operators, at designated locations within the San Juan National Historic Site to restore safe, reliable, and compliant vehicular access control.

• Replacement of four (4) vehicular barrier arm gate systems.

• Replacement of two (2) electric slide gate operators.

• Replacement of seven (7) swing gate operators.

• All work involves gate operators, control components, safety devices, and associated electrical and programming.

• Existing gate arms, leaves, structures, posts, foundations, and fencing shall remain in place unless otherwise specified.

• Contractor to provide a minimum of 250 universal remote controls programmable for dual frequency.

• Place of Performance: San Juan National Historic Site, 501 Calle Norzagaray, San Juan, Puerto Rico, 00901.

• Period of Performance: All tasks and deliverables must be completed within 60 days after Notice to Proceed.

• Work hours: Monday through Friday, 7 am to 5 pm, with exceptions requiring COR approval.

• Gate operators must be commercial/industrial-grade, properly sized, rated for high-cycle, continuous-duty operation, and suitable for coastal environments with high humidity, salt exposure, and sustained winds.

• Equipment must be new and incorporate corrosion-resistant materials.

• Compliance with UL 325 and UL 991 standards is required.

• Contractor must provide traffic control and protect natural/cultural resources.

• A safety plan must be submitted and approved before work begins.

• Contractor is responsible for site access control and security if gates are non-operational during off-hours.

• The government may exercise an option for up to five (5) years of monthly preventive maintenance and on-call repair services.

• Services include inspections, cleaning, adjustments, testing, and emergency/non-emergency repairs.

• Product submittals for all equipment.

• Unit serial numbers, dimensions, and weight.

• Product submittal for coastal corrosion protection.

• Cabinet material details.

• Product data (equipment list, system description, electrical wiring diagrams).

• Shop drawings.

• Operation, installation, and maintenance manuals.
