Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details services required for the woodwork of casemate doors at three casemates located at Santa Rosa Bastion within the San Juan National Historic Site. The project aims to preserve and restore historically significant structures while adhering to federal preservation standards.

• Removal of six (6) existing double casemate doors.

• Fabrication of six (6) historically accurate replacement doors using FSC certified African Mahogany wood.

• Installation of new frames and doors, ensuring they replicate the historic character and provide a weather-tight seal.

• Compliance with applicable federal, Commonwealth of Puerto Rico, and local codes, as well as National Park Service (NPS) Cultural Resource Preservation standards.

• Coordination with the Contracting Officer's Representative (COR) for all activities.

• Work must be performed during park hours (7:00 am to 3:30 pm, Monday-Friday).

• Wood must be kiln-dried to 10-12% moisture content and treated for water resistance and termite infestation.

• Finishes must be smooth, uniform, and durable in a coastal environment.

• All work must comply with NPS Reference Manual 10A and 10B, and Secretary of Interior Standards for Historic Preservation.

• A Quality Control Plan (QCP) must be implemented.

• Period: Work to be completed within 120 days from the Notice to Proceed.

• Place: Santa Rosa Bastion, Castillo San Felipe del Morro, San Juan National Historic Site, Old San Juan, Puerto Rico (Latitude: 18°28'11.2"N, Longitude: 66°07'14.7"W).

• Pre-Construction: Site verification, assessment, and submission of a Site Assessment Report and submittals (shop drawings, material data, finish samples, etc.) for COR approval.

• Materials: Use of historically accurate materials, including specific mortar (Restaura Natural Hydraulic Lime) and hardware (C9540 Aluminum Bronze alloy).

• Safety: Adherence to hygiene practices, PPE, and mitigation of physical and location hazards (heat, humidity, working at heights). A safety plan must be submitted and approved.

• Cultural Resources: An archeological monitor may be present; any discovery of archeological resources requires immediate work stoppage and reporting to the COR.

• Site Control: Maintain a clean, safe, and organized worksite, with limited staging areas and protected access routes.

• Project Closeout: Includes removal of equipment, as-built drawings, warranty documentation, and final inspection.

• Contractor Responsibilities: Includes mobilization, permits, insurance, skilled labor, protection of historic resources, coordination with NPS, and compliance with safety and environmental regulations.
