Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing aging HVAC condensing units and associated system components at the Visitor Center (Building 213) of Fort San Cristóbal – San Juan National Historic Site with new, high-efficiency, corrosion-resistant equipment to improve energy efficiency, reliability, and climate control.

• Provide all labor, materials, equipment, and supervision necessary to remove existing HVAC equipment and install new high-efficiency HVAC systems.

• Comply with manufacturer specifications, industry standards, and applicable Federal, State, and local codes.

• Provide an on-site superintendent or foreman at all times during active work.

• Remove and dispose of existing condensing units, associated wiring, and refrigerants in accordance with EPA and other relevant regulations.

• Existing Units to be Replaced: 8 units (5 Ton and 4 Ton, various manufacturers including Trane and Gree).

• New Equipment Requirements:

  • Manufactured in the United States.
  • Minimum SEER rating of 22 or greater.
  • Electrical system: 208/230 Volt.
  • Minimum Warranty: 7-Year Compressor, 5-Year Parts.
  • Corrosion protection for exterior units (anti-corrosion coating, saltwater-rated components, corrosion-resistant materials).

• Installation Requirements:

  • Install new units at existing locations.
  • Label breaker panel circuits and provide disconnect switches (non-metallic, NEMA 4X rated, Mennekes brand or equal).
  • Replace all existing refrigerant piping with new copper tubing (ACR Type or Type L).
  • Insulate suction lines and properly size liquid lines.
  • Protect refrigerant lines passing through floors/walls with PVC conduit.
  • Remove existing electrical connections and install new wiring compliant with NEC.
  • Anchor units using corrosion-resistant systems, rooftop pedestals, and stainless steel hardware, without roof penetrations.

• Deliverables:

  • Prior to Notice to Proceed: Equipment product submittals, unit dimensions, and weight.
  • Prior to Contract Closeout: Two (2) O&M Manuals, one (1) warranty documentation copy, list of equipment serial numbers, and completion of training.

• Location: Visitor Center (Building 213), Fort San Cristóbal – San Juan National Historic Site, San Juan, Puerto Rico.

• Period of Performance: Complete all work within 90 calendar days after Notice to Proceed (NTP).

• Coordination: Coordinate with San Juan National Historic Site (SAJU) staff, providing 24-hour notice for utility interruptions (not exceeding one working day) and area closures.

• Site Protection and Restoration: Protect surrounding areas, restore affected areas to original condition, repair any damage at no cost to the Government, and maintain a clean jobsite daily.

• Training: Provide a minimum 2-hour training session for four (4) NPS maintenance personnel on system operation, maintenance procedures, and troubleshooting basics.

• Safety: Comply with OSHA regulations, federal safety standards, and site-specific safety requirements. A fire extinguisher must be present during hot work.

• Security: Contractor personnel must not enter archives or artifact rooms without NPS supervision and must follow all site security procedures.

• Quality Control: Develop and implement a Quality Control (QC) Plan.

• Applicable Codes and Standards: Comply with NFPA 101, IBC, ASHRAE, NEBB, AABC, NEC, OSHA, Federal/State/Local Building Codes, and utility company requirements.

• Travel and Logistics: Contractor is responsible for all travel expenses including mobilization, transport, materials, lodging, meals, and per diem.

• Government Furnished Property: None.

Solicitation / RFP / RFQ

This solicitation is for the replacement of HVAC system components in the Visitor Center (Building 213) at the San Juan National Historic Site. The estimated project magnitude is between $100,000 and $250,000.

• Replacement of eight (8) existing HVAC condensing units.

• Installation of new high-efficiency HVAC condensing units.

• Installation of new refrigerant piping, insulation, PVC sleeves/conduit protection, fittings, supports, and accessories.

• Installation of new electrical wiring, disconnect switches, circuit identification labeling, breakers, conduits, and associated electrical work.

• Installation of corrosion-resistant anchoring systems, rooftop pedestals, stainless steel tie-down hardware, and mounting systems.

• Equipment startup, testing, balancing, commissioning, operational verification, and system acceptance.

• Training of Government personnel, delivery of O&M manuals, warranty documentation, equipment inventory, and project closeout documentation.

• Contract Type: Firm Fixed Price Construction Contract.

• Period of Performance: July 20, 2026, to November 30, 2026.

• Performance Period: 90 calendar days after receiving notice to proceed.

• Bonding: Performance and Payment bonds are required (100% each).

• Proposal Submission Deadline: July 3, 2026, at 5:00 p.m. ET.

• Required Documents: Completed SF-1442, Technical Proposal (max 20 pages), Past Performance Questionnaires (minimum 3, maximum 5), Cost Proposal with detailed breakout, and signed amendments.

• Evaluation Factors: Technical Approach and Construction Methodology (Most Important), Relevant Experience and Past Performance, Key Personnel and Project Management, and Price. Non-price factors are significantly more important than price.

• This solicitation is a Total Small Business Set-Aside. Bidders must have this designation in their SAM.gov registration.

• A site visit is scheduled for June 16, 2026, at 7:00 AM Atlantic Time (AT).

• Questions are due by June 17, 2026, at 5:00 p.m. ET.

• Answers to questions will be posted as an amendment around June 18, 2026.

• Offerors must complete SF-1442, Blocks 14 through 20c.

• Proposals offering less than 60 calendar days for Government acceptance will be rejected.
