• Bid Box Location and Access: Hand-carried bids must be deposited in the bid box located in the Lobby of Building 87, next to conference room 103. Access to the bid box is available Monday through Friday, 9:00 AM to 3:00 PM Eastern Standard Time, until 12:00 PM on March 31, 2026.

• Commercial Carriers: Bids tendered by commercial carriers are considered hand-carried bids and must be deposited directly in the bid box by the carrier prior to the bid receipt time. The Government will not acknowledge receipt from commercial carriers.

• Mailed Bids: Mailed bids should be sent to FEAD, Attention: Eileen Mieko Cole, 748 ROOSEVELT BLVD, PSC Box 8006, Cherry Point NC 28533.

• Acknowledgement: Offerors must acknowledge receipt of this amendment with their proposal. Failure to do so may result in rejection. If a proposal was already submitted, acknowledgement should be made by telegram stating any price changes.

Amendment / Modification

This amendment (0001) to solicitation 26B0003 for the Replace Elevator project at DLA Distribution, Building 159, MCAS Cherry Point, NC, provides responses to Pre-Proposal Inquiries (PPIs) and revises Contract Drawing 12908519-Sheet 3 of 29.

Key changes and clarifications include:

• Advance Payments: No advance payments will be allowed; invoicing is restricted to when materials/equipment and work have been performed onsite.

• Personnel Requirements: The government expects a full-time Superintendent and a full-time SSHO (Safety, Health, and Environmental Officer) on site for the entirety of the project. These roles cannot be double-hatted or filled by subcontractor employees; they must be full-time employees of the Prime Contractor.

• Arc Flash Study: An arc flash study is required per the specifications.

• Firestopping: Revisions have been made to Sheet GI101 regarding firestopping of elevator equipment piping penetrations into the elevator shaft and sprinkler piping and conduit penetrations into the elevator machine room.

• Sump Pump Discharge: It is preferred to extend the sump pump discharge piping indirectly to the second-floor existing service sink. If discharge to Area F on the first floor is required, a new service sink will need to be installed.

• BAS System: There was no intent to connect to the existing Building Automation System (BAS). The contractor is responsible for providing a new DDC direct drive digital control system, and the drawings lack detail for this. The government believes the existing building system utilizes N2 protocol, but is unsure if the backbone has been modernized to BACnet.

• Bid Bond: The bid bond percentage is 20%, and electronic submission via email is acceptable, provided any seals are visible.

• Contract Drawing 12908519-Sheet 3 of 29 (revised).

• Specification sections related to firestopping, personnel requirements, and BAS system integration.
