Expression of Interest (EOI)

This Expression of Interest (EOI) is being issued by Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's (DOE) Idaho National Laboratory (INL). BEA is seeking to identify qualified vendors capable of providing replacement services for rollup doors at the Specific Manufacturing Capability (SMC) facility. This initiative aims to support BEA's commitment to secure and efficient access points.

The SMC facility requires the replacement of several aging exterior and interior rollup doors due to failures and obsolescence. The potential scope of work includes:

• Removal and disposal of existing doors and hardware.
• Installation of new rollup doors and associated components.
• Verification of alignment, operation, and safety features.
• Ensuring compliance with applicable DOE, safety, and building standards.
• Testing and commissioning of new doors.

Note: The Davis-Bacon Act applies to construction work at INL exceeding $2,000, and such work is also subject to the INL Site Stabilization Agreement. This agreement applies to specific areas within INL, but not to facilities in Idaho Falls.

This EOI is the initial step to identify interested and qualified vendors. Responses will help inform the development of a formal solicitation. Selected vendors may be invited to participate in a future Request for Proposal (RFP) process.

Interested vendors must submit an Expression of Interest including:

• Company name and point of contact.

• Description of relevant rollup door replacement capabilities and experience.

• NAICS codes and business size classification.

• Any existing DOE or federal contracting experience (if applicable).
