The National Park Service (NPS) requires a contractor to provide all supervision, labor, equipment, testing, and supplies for this project.

Statement of Work (SOW)

This Statement of Work outlines the requirements for replacing HVAC systems at three separate locations: Rancho Sierra Vista (RSV) Satwiwa Cultural Center, RSV Dormitory, and Diamond X (DX) Ranch House.

1. RSV Satwiwa Cultural Center (Newbury Park, CA):

• Remove and replace a 4-ton split HVAC system.
• Install a new 80% efficient furnace and a new 14 SEER condensing unit.
• Install a new Energy Star digital, programmable thermostat (Honeywell T6 Wi-Fi or similar).
• Includes custom fabricated supply plenum, new gas shut-off, transitional vent, and high-quality filter assembly.
• Requires recovery and reclamation of old Freon per EPA standards.
• Includes a safety drain float kit and quake-strapping for the A/C unit.

2. RSV Dormitory (Newbury Park, CA):

• Replace the existing furnace, evaporator, and A/C unit.
• Install a new 80% efficient, 3T single-stage furnace (Series #GM9S80 or similar).
• Install a new 3T, up to 18 SEER, variable speed condensing unit (Innovair slim 24 or similar).
• Install a new Energy Star digital, programmable thermostat (Wi-Fi thermostat).
• Includes custom fabricated supply plenum, new gas shut-off, transitional vent, and fused service disconnect.
• Requires ductwork replacement with a new MHP, R-6.0 system per California Title 24 Codes, including sealing and insulation.
• System to be leak checked and air balanced per California Manual D codes.
• Includes blow-in R38 JM Climate Pro® fiberglass insulation.

3. DX Ranch House (Calabasas, CA):

• Remove and dispose of existing HVAC equipment (two gas furnaces, two evaporator coils, two outdoor units, ductwork, thermostats, wiring).
• Recover and reclaim refrigerant per EPA requirements.
• Install two high-efficiency forced-air gas furnaces (approx. 100,000 BTU each).
• Install two vertical-configuration evaporator coils matched to heat-pump/condenser capacity.
• Install two high-efficiency air-source heat pump/condenser units (approx. 12,000 BTU cooling/heating, minimum 16 SEER, inverter-driven compressor, sound rating not to exceed 52 dB(A)).
• Install two smart thermostats with remote monitoring and control capability.
• Replace duct systems with new insulated duct systems (minimum R-8 insulation value).

General Requirements for all systems:

• Compliance with California Title 24 Energy Efficiency Standards, Mechanical, Electrical, and Plumbing Codes, ACCA Manual J and D, and EPA refrigerant-handling regulations.

• Duct sizing determined by ACCA Manual D calculations.

• Installation of new copper refrigerant line sets, liquid-line filter driers, and pressure testing.

• Installation of new fused safety disconnects at outdoor units and connection to existing 240V circuits.

• System commissioning including airflow verification, refrigerant pressure checks, amperage/voltage checks, safety device testing, and thermostat communication verification.

• Test run and monitoring for at least 15 minutes to ensure maximum efficiency.

• Minimum warranties: 10 years parts (HVAC), 1 year labor, 20 years parts (heat exchanger), 10 years parts (A/C compressor), 5 years parts (thermostat), 1 year parts (safety float).
