  1. Technical Acceptability/Capability: Demonstrated capability, relevant experience within the past two years, understanding of the requirement, itemized quote for job tasks (labor, parts, materials, travel, services), confirmation of proximity to Cambridge, MD (within 70 nautical miles), and available start date/estimated completion time.
  2. Past Performance: Evaluation of successful performance, quality, timeliness, cost management, communication, proactive management, and customer satisfaction.
  3. Price: Low priced, technically acceptable, single firm fixed-price.

• Quote Validity: Minimum of 60 days.

• SAM Registration: Offerors must have an active registration in the System for Award Management (SAM) and provide their UEID/CAGE CODE.

• This acquisition is set-aside for small business concerns.

Statement of Work (SOW)

To replace approximately 20% of the vessel hoses on the R/V Chesapeake (R5502) to improve operational safety and complete preventative maintenance.

• Replacement of approximately 68 hoses identified by orange and red tags (numbered 35-68 and 103-136).

• Hoses to be replaced include those for fuel, lubrication, oil distribution, oil drain pan, cooling, raw water, and hydraulic systems.

• Replacement hoses must meet commercial heavy-duty or military specification standards; recreational grade is not acceptable.

• New hoses will be tagged with installation date, purpose, type, length, and re-order ID. Existing tags will be re-used if legible, otherwise new engraved/stamped metal tags will be used.

• Work to be performed within 70 nautical miles of Oxford, MD.

• Work must comply with OSHA, ABYC, and NOAA Small Boat Program requirements.

• Materials must meet commercial, military, or Original Equipment Manufacturer (OEM) standards.

• Contractor must provide proof of certification for marine vessel maintenance and repair.

• Contractor is responsible for any damages caused during work.

• Environmental Sustainability Program guidelines are to be followed.

• Place of Performance: Within 70 nautical miles of Cambridge, MD.

• Period of Performance: Date of Award through September 2027. Scheduling requires coordination with the vessel captain and VOC.

• Contractors are encouraged to schedule a site visit with Captain Gary Culver.

• Work must be completed by certified and/or highly trained professionals.

• Security clearance is required for foreign nationals working on the vessel.

• Contractor must maintain a tidy and safe job site and clean up all debris.
