REPLACEMENT VENTILATORS

This solicitation is for the requisition of five (5) Nihon Kohden NKV-330 non-invasive ventilators for the Boise VAMC. The procurement aims to upgrade the existing ventilation equipment, improving patient care and safety. The current non-invasive ventilators (Respironics V-60) are no longer supported and have an end-of-use date of 2029 or sooner based on supply availability. The replacement will involve approximately ten (10) units between FY 2026 and FY 2030.

• All necessary tools, equipment/hardware, software, licenses, installation, maintenance, warranty, and training.

• Equipment must be new, state-of-the-art, and not refurbished.

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the tasks and responsibilities for the awarded contractor to provide, install, integrate, and implement an upgrade to the current ventilation system at the Boise VAMC.

• Provide new, state-of-the-art ventilation equipment compliant with current facility requirements.

• Ensure all equipment meets current industry standards.

• Provide necessary tools, equipment/hardware, software, licenses, installation, maintenance, warranty, and training.

• The equipment must have integrated dual HEPA filtration, ETCO2 and SpO2 monitoring, high flow oxygen therapy software, and full disclosure with 72 hours of continuous waveforms stored.

• The equipment must not be under an FDA recall.

• The ventilator can connect to the EMR (Phillips/Cerner) for data output but does not have bi-directional communication or remote access capabilities.

• Clinical acceptance: Initial clinical use means the delivered equipment performs its basic intended clinical function safely and with most/all system functionality.

• Equipment must be compliant with current facility requirements for allowable operating system platforms.

• Period of Performance: FY2026.

• Place of Performance: Boise VAMC, Respiratory Therapy Department Building 67 room 253.

• Support Features:

  • Minimal clinical training required (accomplishable in a day).
  • 24x7x365 Unlimited Telephone Support, 24x7 Go-Live Clinical Support, and 24x7 Ongoing Clinical Support for the life of the system at no additional cost.
  • No maintenance and/or service-related costs are included in this SOW; these must be purchased on a separate contract.

• Warranty:

  • Equipment must have a two-year warranty.
  • Third-party products carry OEM warranties starting at installation; hospital is responsible for subsequent maintenance.
  • Customer can return equipment within 30 days (unopened) with no restocking fee; 30 days to six months (unopened) with a 20% restocking fee. Returns after six months are not accepted.

• Exclusions:

  • Contractor is not responsible for asbestos testing/abatement.
  • Contractor will not work in bio-hazardous, radioactive, toxic, or other high-risk environments.
  • Contractor will not provide structural, mechanical, conduit installation, or electrical drawings.
  • Facility is responsible for hanging devices, repairing walls/ceilings affected by installation/deinstallation, and any new network/cabling required.
  • Facility is responsible for deinstallation/disposal of existing Government-owned equipment.

• Delivery of equipment: Not Later Than (NLT) 120 days After Receipt of Order (ARO).

• Installation and/or clinical training: NLT five months after delivery of equipment, if applicable.
