Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Program Management, Project Management, and Construction Management as Advisor (CMa) services for NAVFAC Washington for facility and infrastructure projects within its Area of Responsibility (AOR).

• CMa Services: Includes pre-award planning, design, procurement, and post-award construction/post-construction phases for various project types (MILCON, FSRM, REIM).

• Key Responsibilities: Management of quality, cost, time, communications, and administration. Includes site visits, inspections, submittal and RFI process management, schedule and cost analysis, technical analysis, payment request review, systems commissioning, and critical systems acceptance.

• Personnel: CMa may be required to supply specific classes of personnel (e.g., Project Manager, Construction Manager, Scheduler) to be selected by NAVFAC.

• Phases: Services cover Project Initiation, Planning, Design, Construction, and Closeout phases.

• Program Management (PgM): Expert-level support for large, complex capital improvement programs, including planning, integration, requirements management, financial management, acquisition support, performance monitoring, risk management, and stakeholder communication.

• Services and deliverables must be on time, accurate, and complete.

• CMa must integrate Risk Management into all services.

• Monthly progress reports are required, including cost and schedule analyses, and key performance indicators (KPIs) such as RFI/Submittal response times, schedule/cost growth, and PC/Mod turnaround times.

• Services are for projects within the NAVFAC Washington AOR, which includes installations in DC and Maryland, and Marine Corps Base Quantico, Virginia.

• The period of performance will be defined by individual Task Orders.

• Personnel Qualifications: Specific minimum years of experience, education, and certifications are required for various labor categories (detailed in Section C.9 and C.10).

• Information Management: CMa must use compatible software (Microsoft Office, AutoCAD, eCMS, eContracts, Primavera P6) and upload all official project documentation to eCMS.

• Government Interface: CMa acts as the Government's advisor and must uphold its best interests. All final decisions and approvals remain with the Government Contracting Officer.

• Confidentiality: Strict confidentiality of project information is required.

• Brooks Act & Davis-Bacon Act: This contract is for CMa services and is not subject to these acts.

Solicitation / RFP / RFQ

This document outlines the technical evaluation factors for the NAVFAC Washington PgM-PM-CMa IDIQ opportunity. It details how proposals will be assessed beyond just price.

• Technical factors (Factors 1-4) are equally important to each other.
• Technical factors combined are equally important to Past Performance (Factor 5).
• Technical factors and Past Performance combined are equally important to Price.

1. Management Approach: Assesses the viability, agility, and efficiency of the Offeror's organizational structure, staffing strategy, and capacity to scale resources. Focuses on risk related to providing and maintaining a stable, qualified workforce.
2. Key Personnel: Evaluates the qualifications, experience, and certifications of proposed Key Personnel (Construction Executive, Senior Construction Manager, etc.) against SOW requirements. Emphasis on demonstrated ability to perform on similar projects and exceeding minimum requirements.
3. Experience: Evaluates the depth and breadth of the Offeror's relevant experience across Program Management (PgM), Project Management (PM), and Construction Management (CM). A mandatory mix of experience in all three services is required. Projects will be assessed based on defined relevance criteria and complexity.
4. Safety: Assesses the Offeror's approach to safeguarding personnel on active construction sites, including submitted safety metrics (EMR, DART, TRC rates) and the robustness of their Corporate Safety Plan and incident reporting protocols.
5. Past Performance: Evaluates the Offeror's performance on relevant projects using CPARS or Past Performance Questionnaires. Considers recency, relevance, source, context, and trends to determine a Performance Confidence Assessment rating.

All technical factors will be evaluated using the DoD Combined Technical/Risk Rating Method (Outstanding, Good, Acceptable, Marginal, Unacceptable).
