Quick Summary

The United States Coast Guard (USCG) is issuing a Request for Information (RFI) for 180 newly constructed or to-be constructed family housing units in Alameda, CA. This RFI is market research to explore a direct lease with an option to purchase under 10 USC 2835, intended for eligible USCG personnel and their families. Responses are due June 16, 2026.

Purpose

The USCG is considering using leasing authority with an option to purchase to meet housing needs in Alameda, CA. This approach allows the USCG to enter into a Construction Agreement, with the lease commencing once homes are cleared for occupancy. The USCG may execute an option to purchase the homes outright after several years of leasing.

Scope of Work

The USCG is seeking 180 family housing units with the following composition:

  • 35% three-bedroom units
  • 35% four-bedroom units
    • 10% of three-bedroom and four-bedroom units must meet ADA family housing guidelines.
  • 20% two-bedroom units
  • 10% one-bedroom units

Preferred units are townhome-style single family, duplex, or triplex, co-located within a single subdivision. All properties must adhere to local, state, and federal codes/standards and comply with HUD Housing Quality Standards. The lease term would be one year with up to four option years, at full market rate, with an option to purchase expected within the first five years.

Information Requested

Interested builders and developers should provide information on:

  • Ability to expand unit numbers and maximum unit limits.
  • Earliest possible delivery date and construction timelines (horizontal/vertical).
  • Conditions of approval, permitting, zoning, and design milestones.
  • Detailed unit information: floor plans, room types, square footage, amenities, upgrades, electrical/plumbing specs, and disclosure requirements.
  • Confirmation that units are contiguous with easements for utilities/roadways.
  • Optional ideas for supporting facilities like day care or recreation centers.
  • Minimum terms or requirements from the USCG to make the project viable.
